In addition, a decisive contribution was made to eliminating serious bottlenecks in the urban areas of Lisbon (by part-financing projects such as the internal and external ring roads, extensions to the motorway north of the city and the new bridge over the Tagus) and Oporto (increasing the capacity of the Oporto/Aguas Santas stretch and some of the works concerning the 'Freixo' bridge).
Par ailleurs, une contribution décisive a été allouée à l'élimination de sérieux goulots d'étranglement dans les zones urbaines de Lisbonne, (par le biais du cofinancement de projets tels que ses rocades intérieure et extérieure, des élargissements d'autoroute au nord de la ville ainsi que le nouveau pont sur le Tage) et de Porto (augmentation de capacité sur le tronçon Porto/Aguas Santas ainsi qu'une partie des travaux relatifs au pont "de Freixo").
