As regards the budget review, Mr Färm, I fully share your view that, now that we will finally have the Treaty of Lisbon in place in a week’s time, with new modern ground rules for the European Union, we clearly also need a modern budget that is able to meet the challenges involved. Wiesław Stefan Kuc, on behalf of the UEN Group. – (PL) Mr President, the motion for a European Parliament resolution on Parliament’s estimates of revenue and expenditure for the financial year 2009 tabled by Mr Lewandowski, together with the preliminary draft budget, reconciles the achievement of Parliament’s tasks in that year − the tasks imposed by the entry into force of the Lisbon Treaty, the European Parliament elections, the new Members’ Statute, buildings policy, the improvement of services for MEPs, energy saving, and so on – with further budget savings.

Now, in my own name and on behalf of my political group of Italian radicals, I should like to address the amendments proposed because, as you know, Mr President, something strange is afoot in this debate, in which 230 amendments have been tabled by the Committee on Budgets and by the Committee on Budgetary Control and in which we have a committee chair who has also tabled amendments, on behalf of her group of course.

In its reply the Commission states inter alia that: 'Parliament did not consider it useful to send a clear political signal for the re-entry of urgent aid (in the budget)'' and that ''it is up to Parliament clearly to express its position on whether or not urgent aid should be re-entered (in the budget) before the Commission can examine the possibility of tabling a proposal for determining the legal basis for the provision of aid in the event of natural disasters'.
