The main changes which the new Regulation makes to the block exemption now expiring are as follows: - a system vendor who makes improvements to the operating arrangements of the data distribution system must provide information on such improvements and offer them to all participating carriers, - an associated carrier cannot refuse to: . supply a competing computer reservation system with information which it provides to its own system regarding timetables, fares and availabilities; . accept and confirm reservations with the same due care, - a system vendor must within its computer system separate its distribution functions (either by means of software or physically) from its internal inventory and management functions, - a system vendor must ensure that appropriate protection measures are taken to ensure that access to reservation information is possible only in the precise circumstances laid down in the Regulation, - the system vendor must ensure that its invoicing arrangements are sufficiently detailed to allow participating carriers to know precisely which services have been provided and at what fares.

Whereas Commission Regulation (EC) No 2543/95 (3), as amended by Regulation (EC) No 2126/96 (4), lays down special detailed rules for the application of the system of export licences for olive oil; whereas, with a view to improving the way the system works, specific detailed rules of application should be laid down for licences without advance fixing of the refund, in particular as regards the rate of the security and the timetable for the submission of application and the issuing of the licences; whereas experience has shown that the amount of the security and the periods for the submission of applications for licences and for their issue should be adjusted; whereas in order not to interfere with the normal pattern of exports without refunds the measures taken where there is a risk that the quantities for normal disposal will be exceeded should be restricted to exports licences giving entitlement to the payment of a refund; whereas, in order to monitor better the pattern of exports, the information to be supplied by the Member States should be specified;

Such cooperation will in particular focus on the following: (a) market access and liberalization of trade, the study and stablishment of programmes for the reciprocal liberalization of trade, in particular the timetable and structure of negotiations, transitional periods, etc.; (b)tariff and non-tariff barriers, quantitative restrictions on imports and exports and measures having equivalent effect: analyses, studies and management, including quotas, administrative standards applied to external trade, anti-dumping duties, safeguard clauses, technical standards, health and plant health standards, mutual recognition of certification systems, etc; (c)the Parties' tariff structure; (d)compatibility of trade liberalization with WTO rules; (e)identification of potential tariff reductions and elimination of quasi-tariff measures; (f)definition of sensitive products and products given priority by the Parties; (g)cooperation and exchange of information as regards the rendering of services, within the Parties' respective areas of responsibility, on transport, insurance and financial services; (h)monitoring of practices restricting competition; (i)rules of origin which promote the use of regional inputs with a view to encouraging integration.

Several delegations expressed their concerns with regard to the increased administrative burden placed on the holdings, the cost occurred by the proposal with regard to the timetable provided by the Commission to introduce the new system.
