The new system, which the Commission intends to propose as a draft inter-institutional agreement, would go beyond the current Register, which is jointly managed by the European Parliament and Commission but is not mandatory in nature and does not cover the Council.

Notes that a new procedure for disposing of fixed assets has been introduced in the context of the setting up, during 2007, of a new integrated system for management and financial control (SAP) which replaced the Sucre-Abac accounting and financial management system on 1 January 2008; welcomes the fact that the new SAP system has been developed on an inter-institutional basis by the Council, the ECA and the ECJ, and thereby represents substantial budget savings and also gains in efficiency for the three institutions involved;
9. relève qu'une nouvelle procédure de cession des actifs immobilisés a été instaurée dans le cadre de la mise en place, en 2007, d'un nouveau système intégré de gestion et de contrôle financier (SAP), qui a remplacé, au 1 janvier 2008, le système de gestion comptable et financière Sucre-Abac; se félicite que le nouveau système SAP ait été mis au point sur un plan interinstitutionnel par le Conseil, la Cour des comptes et la Cour de justice, ce qui permet de substantielles économies budgétaires ainsi que des gains d'efficience pour les trois institutions en cause;

5. Stresses the need for coordination at European level, such as offering an EU-wide guarantee for deposits and liabilities of systemically important institutions; notes that this short-term guarantee should also cover unsecured lending between regulated institutions in order to revive the inter-bank market; welcomes the fact that all Member States will take the same approach, but insists that they should do so whatever the nationality of the institutions operating in the respective countries in order to maintain a level playing field; considers, in line with the European Council, that any action taken at national level should take into account its cross-border effects in terms of systemic risk, solvency level, distortion of competition and supervision mechanisms;
5. insiste pour que la coordination soit encore resserrée au niveau européen, de façon à offrir partout dans l'Union une garantie pour les dépôts et les éléments de passif des institutions à forte empreinte systémique; note que cette garantie à court terme doit aussi couvrir les prêts non garantis que se consentent les institutions réglementées de façon à relancer le marché interbancaire; se réjouit à la perspective que tous les États membres adoptent la même approche, mais insiste sur le fait qu'ils doivent procéder ainsi, quelle que soit la nationalité des institutions opérant sur leur territoire, afin d'assurer des conditions de concurrence égales; estime, comme le Conseil européen, que toute action menée au niveau national devrait tenir compte de ses effets transfrontaliers, en ce qui concerne le risque systémique, le degré de solvabilité, la distorsion de concurrence et les mécanismes de surveillance;

The Inter-institutional Monitoring Group (IIMG) has published its first interim report on the "Lamfalussy Process", which aims to create a more efficient system for the EU institutions to prepare, adopt and implement new legislation to integrate financial markets.

The Inter-institutional Monitoring Group (IIMG) has published its first report on the "Lamfalussy Process" (see IP/02/195) which aims to create a more efficient system for regulating securities markets in Europe.

VI. THE COUNCIL 28. Invites the Commission and the Member States to examine appropriate actions, including in accordance with existing regional policy instruments, to ensure that the opportunities offered by the information society can be grasped by individuals and firms; 29. Considers there is a need to improve transparency of national and Community initiatives, including the regulatory framework, for the development of Information Society services; 30. Urges the Member States and the Commission to make sustained efforts to increase public awareness and understanding of, and participation in the information society; 31. Invites the institutions of the Union, in cooperation with Member States, to establish, within a reasonable timescale, an integrated system for the management of inter institutional communications; 32. Recognizes the need for further analysis of the issues underlying development of information society policy internationally with a view to reaching a common understanding on means and conditions governing the use of global information networks and stresses the need for coordination between initiatives relating to the subjects, both in the Union framework and in other international fora; 33. Welcomes the German proposal to host an international conference dedicated to this end that will be prepared in close cooperation with the Commission and the Member States; 34. Welcomes the intention of the Commission to present a revised and updated Action Plan "Europe's way to the information society" before the end of this year".
LE CONSEIL : 28. invite la Commission et les Etats membres à examiner des actions appropriées, notamment des actions arrêtées conformément aux instruments de politique régionale existants, pour assurer que les possibilités fournies par la société de l'information puissent être exploitées par les personnes et les entreprises ; 29. estime qu'il est nécessaire d'améliorer la transparence des initiatives nationales et communautaires, y compris du cadre réglementaire, en vue du développement des services de la société de l'information ; 30. insiste auprès des Etats membres et de la Commission pour qu'ils consentent de manière durable des efforts visant à accroître la sensibilisation et la compréhension du public et sa participation à la société de l'information ; 31. invite les institutions de l'Union à établir, dans un délai raisonnable, en coopération avec les Etats membres, un système intégré de gestion des communications interinstitutionnelles ; 32. reconnaît la nécessité de poursuivre l'analyse des questions qui sont à la base du développement international de la politique en matière de société de l'information en vue de parvenir à un consensus sur les moyens et les conditions régissant l'utilisation des réseaux planétaires de l'information, et souligne la nécessité d'une coordination entre les initiatives dans ces domaines, tant dans le cadre de l'Union que dans d'autres enceintes internationales 33. se félicite de la proposition allemande d'accueillir une conférence internationale consacrée à ce sujet et qui sera préparée en étroite coopération avec la Commission et les Etats membres ; 34. se félicite de l'intention de la Commission de présenter, avant la fin de cette année, une version révisée et mise à jour de son plan d'action "Vers la société de l'information en Europe".

7. An inter-institutional monitoring system should be set up to assess the progress made on implementing these proposals to secure a more effective securities market regulatory system, identifying the bottlenecks.
