Welcomes the decision of the Council to conduct the operation EUFOR Libya in support of humanitarian assistance operations if requested by UN OCHA; appeals to the Council to provide immediate humanitarian support to Misrata and other population centres, specifically by naval means; is profoundly concerned about the increasing number of victims of the conflict in Libya and the Gaddafi regime's reported use of cluster munitions and other arms against the civilian population; deeply regrets that the mandate of EUFOR was limited to humanitarian aspects when there was a clear case for the EU to take the lead in maritime surveillance (embargo enforcement and assistance to Frontex) and in humanitarian assistance and protection of civilians in Libya; recalls in this regard its resolution of 10 March 2011 calling on the HR/VP to explore the option of enforcing the embargo by using air and naval CSDP assets; regrets the decision of some Member States to veto a broader mandate for EUFOR Libya while at the same time conducting such operations on their own; calls for a start to be made on planning a potential CSDP operation in the medium to long term in Libya in the areas of security sector reform, institution-building and border management;
71. salue la décision du Conseil de mener la mission EUFOR-Libye en vue de soutenir les opérations d'aide humanitaire si le BCAH en fait la demande; demande au Conseil d'apporter immédiatement une aide humanitaire à Misrata et aux autres centres de population, en particulier par des moyens navals; est profondément préoccupé par le nombre croissant de victimes dans le conflit en Libye et par les informations évoquant l'usage de sous-munitions et d'autres types d'armes par le régime de Kadhafi contre les populations civiles; regrette vivement que le mandat de l'EUFOR ait été limité aux aspects humanitaires alors qu'il aurait été pleinement justifié que l'UE joue un rôle de premier plan en matière de surveillance maritime (respect de l'embargo et assistance à Frontex) et d'aide humanitaire et de protection des civils en Libye; rappelle à cet égard la résolution du 10 mars 2011 appelant la VP/HR à étudier la possibilité de faire respecter l'embargo en utilisant les moyens aériens et navals de la PSDC; déplore la décision de certains États membres de s'opposer à l'élargissement du mandat de la mission EUFOR-Libye tout en menant des opérations de leur côté; demande que l'on commence à étudier la possibilité d'une opération PSDC à moyen et long terme en Libye dans les domaines de la réforme du secteur de la sécurité, du renforcement institutionnel et de la gestion des frontières;

In order to avoid a blurring of lines between military operations and humanitarian aid, it is essential that military assets and capabilities are used only in very limited circumstances in support of humanitarian relief operations as a ‘last resort’, i.e. where there is no comparable civilian alternative and only the use of military assets that are unique in capability and availability can meet a critical humanitarian need.
