In terms of private sector development support, the Commission wants to remain an important partner of governments and business intermediary organisations in developing countries for supporting the creation of an enabling business environment and the development of local enterprises that are equipped to create decent jobs, generate public revenues, and harness the opportunities offered by globally integrated markets.[3] In so doing, the Commission will look for new ways of harnessing the potential of the private sector as a financing partner, implementing agent, advisor or intermediary to achieve more effective and efficient delivery of EU support, not only in the field of local private sector development, but also in other areas of EU development cooperation such as sustainable energy, sustainable agriculture and agribusiness, digital and physical infrastructure, and the green and social sectors.
En ce qui concerne l’appui au développement du secteur privé, la Commission veut rester un partenaire important des gouvernements et des organisations intermédiaires d’entreprises dans les pays en développement pour soutenir la création d’un environnement favorable aux entreprises et au développement d’entreprises locales à même de créer des emplois décents, de générer des recettes publiques et de tirer parti des possibilités offertes par des marchés mondialement intégrés[3]. Pour ce faire, la Commission recherchera de nouvelles voies permettant d'exploiter le potentiel du secteur privé en tant que partenaire de financement, agent de mise en œuvre, conseiller ou intermédiaire, en vue de renforcer l’efficacité et l’efficience du soutien de l’UE, non seulement dans le domaine du développement du secteur privé local, mais aussi dans d’autres domaines de la coopération au développement de l’UE comme l’énergie durable, l’agriculture et le secteur agroalimentaire durables, les infrastructures numériques et physiques, le secteur de l'économie verte et le secteur social.

In the event of unforeseen and duly justified grounds of urgency requiring immediate response, such as a serious disturbance in the economy or significant circumstances which seriously affect the economic or social conditions in a Member State going beyond its control, upon the request of a Member State wishing to receive support, the Commission should be able to adopt special measures, for a limited part of the annual work programme and for a limited period of time of up to six months, in accordance with objectives and actions eligible under the Programme to support the national authorities in addressing those urgent needs.
En cas d'urgence impérieuse et imprévue appelant une intervention immédiate, telle qu'une perturbation grave de l'économie ou un évènement majeur portant gravement atteinte à la situation économique ou sociale d'un État membre et échappant à son contrôle, la Commission devrait pouvoir adopter, à la demande d'un État membre souhaitant bénéficier d'un appui, des mesures spéciales pour une part limitée du programme de travail annuel et pour une période limitée à six mois maximum, conformément aux objectifs et aux actions éligibles au titre du programme, en vue d'aider les autorités nationales à répondre à ces besoins urgents.

26. Notes the Commission’s estimate that EUR 35 billion of financing is necessary to reach the 10 % target by 2020 across all Member States; recalls that, according to the CEF Regulation ((EU) No 1316/2013), the major part of the financial assistance within the CEF energy envelope should be made available for electricity projects, and insists that the Commission give due consideration to that fact; supports the Commission’s recommendation that the CEF be concentrated on a few key projects; stresses that special attention must be given to projects that address the most significant gaps in the integrated EU electricity market and the lack of sufficient interconnectivity; considers that adequate EU financing should continue to be made available also beyond 2020 to support the construction of non-commercially viable electricity connection projects necessary to ensure the functioning of the internal energy market and security of the operation of electricity systems; stresses the importance of the EIB in supporting investors in commercially viable electricity infrastructure projects; notes the establishment of the EFSI, and encourages the Commission to ensure that the fund effectively attracts investments in electricity interconnection;
