E. whereas, in spite of constant and repeated appeals from the international community, the Patriarch of the Unified Buddhist Church of Vietnam, Thich Huyen Quang (87 years old), and his deputy, Thich Quang Do (79 years old), winner of the 2006 Rafto Prize for human rights work, have been imprisoned without trial in their monastery since 1982 for the sole reason of being ardent supporters of religious freedom, human rights and democracy; whereas members of the provincial committees set up by the Church in 20 poorer provinces for the purpose of assisting the most deprived are subjected to harassment, interrogation, intimidation and ongoing threats, simply because of their connections with the Unified Buddhist Church of Vietnam,

Welcomes the expansion of ISAF, under NATO command, beyond Kabul and stresses the importance of moving quickly from planning to implementation; supports the idea that the forthcoming provincial reconstruction teams (PRTs) shortly to be deployed outside Kabul should be responsible, in addition to their task of safeguarding security, for helping with the country's reconstruction; considers that one of the main priorities of the ISAF must be to devote attention to the training of professional Afghan police and military forces and to the process of DDR;
6. se félicite de l'extension de la FIAS, sous commandement de l'OTAN, au-delà de Kaboul, et insiste sur l'importance d'un passage rapide de la planification à la mise en œuvre; appuie l'idée que les futures équipes de reconstruction provinciales (PRT), qui devraient être prochainement déployées en dehors de Kaboul, puissent être aussi chargées, en plus de leur mission d'assurer la sécurité, d'aider à la reconstruction du pays; estime que l'une des grandes priorités de la FIAS doit être de prêter attention à la formation d'une police et d'une armée afghane professionnelles ainsi qu'au processus DDR;
