The EU is also the Western Balkans' largest trading partner with an annual total trade volume of €43 billion (2016). Today, the European Commission set out Six flagship initiatives that will further strengthen our cooperation in a number of areas and support the transformation process in the Western Balkans. These flagship initiatives target specific areas of common interest: rule of law, security and migration, socio-economic development, transport and energy connectivity, digital agenda, reconciliation and good neighbourly relations.

Support democratic transformation and institution-building through Comprehensive Institution Building programme for democratic transformation and other relevant actions addressing those institutions which are key to democratic societies and assisting in the democratic reform of the security sector.

Stresses the commitments by the HR/VP and the Commission within the Joint Communication on a Partnership for Democracy and shared Prosperity with the Southern Mediterranean to further support democratic transformation and civil society in response to the current historic developments in the region; calls therefore on the HR/VP, the Council and the Commission to support the legitimate aspirations and political expectations of the Syrian population and to stop pressing to conclude the EU-Syria association agreement following the violent repression; is of the opinion that the conclusion of such agreement should depend on the capacity of the Syrian authorities to carry out expected democratic reforms with special regard to the pertinence of the reforms undertaken;

Notes, in particular, that according to the World Bank the illegal component of this capital flight amounts to 1 000 to 1 600 billion USD each year, half of which comes from developing countries; supports the international efforts made to freeze and recover stolen assets and asks those Member States that have not done so to ratify the United Nations Convention against corruption; deplores the fact that similar efforts are not being made to combat tax evasion and calls upon the Commission and Member States to promote the global extension of the principle of the automatic exchange of tax information, to ask that the Code of Conduct on tax evasion currently being drawn up at the United Nations Economic and Social Council (UN ECOSOC) be annexed to the Doha declaration and to support the transformation of the UN Committee of Experts on International Cooperation in Tax Matters into a genuine intergovernmental body equipped with additional resources to conduct the international fight against tax evasion alongside the OECD;
