In return for increased mobility, partners must be ready to undertake increasing capacity building and provide appropriate financial support for border management, preventing and fighting against irregular migration and trafficking in human beings, including through enhanced maritime surveillance; the return of irregular migrants (return arrangements and readmission agreements) and for enhancing the capacity and abilities of law enforcement authorities to effectively fight trans-border organised crime and corruption.

49. Calls on the Commission to promote adequate legislation on the protection of whistle-blowers, access to information and the transparency of lobbying, as these are necessary for ensuring the civic control of governments and EU institutions and subjecting their practices to public scrutiny, and to use EU funding to support the work of independent organisations in this area, inter alia to establish financial support for trans-border investigative journalism;

In addition, the EU plans actions to support the capacity of its partners to manage migration flows, concerning the integration of migrants and border security (fighting against irregular immigration, trafficking in human beings, trans-border crime and corruption, etc.).

The use of seized and confiscated instrumentalities and the proceeds from the offences referred to in this Directive to support victims’ assistance and protection, including compensation of victims and Union trans-border law enforcement counter-trafficking activities, should be encouraged.
Il y a lieu d’encourager l’utilisation des instruments et produits des infractions visées dans la présente directive qui ont été saisis ou confisqués aux fins de financer l’assistance aux victimes et la protection de celles-ci, et notamment leur indemnisation ainsi que les actions transfrontalières de lutte contre la traite qui sont menées au niveau de l’Union par les services répressifs.

20. Stresses that infrastructures can be an essential element of Sustainable Development if they comply with environmental and social guidelines and calls on the Commission to ensure that Strategic Environmental Assessments and Environmental Impact Assessments are undertaken and made publicly available for every programme and project receiving EU financial support, in particular the EU-Africa Partnership on Infrastructure proposed by the Commission in its Communication to the Council and the European Parliament (COM(2006)0376), which will provide support for trans-border infrastructure projects, which could help to close gaps in regional infrastructure projects and which – in accordance with the above-mentioned European Consensus on Development – should give all Member States the opportunity to submit appropriate project proposals, irrespective of any direct contribution;
