Furthermore, this Parliament, by an overwhelming majority, supported a limited reform of the Treaty in order to create a new instrument, an instrument which did not even exist before.

In the presence of the Budget Commissioner I dare say that both the Commission and the candidate countries have made great efforts to make the Financial Control Chapter, Chapter 28, into a success. The Commission, by defining an acquis that did not exist before, by defining it in such a way that the candidate countries were presented a clear set of rules and uniform standards for modern financial management and control, and by supporting the candidate countries through various channels. And the candidate countries by creating the legal framework and establishing or reforming the institutions, including their Supreme Audit Institutions, to fulfil the acquis requirements.
