(9) Improvements need to be made to the poor conditions for supplying fresh milk products to local markets in the FOD, which at present come mainly from imports; this aim can be achieved on the one hand by continuing aid to develop cow's milk production within the limits of local consumption requirements as periodically evaluated under a supply balance, and on the other hand by ceasing to apply the arrangements for an additional levy on cow's milk producers laid down in Regulation (EEC) No 3950/92(4); the poor supply conditions typical of the outermost regions, which are completely different from those prevailing in the rest of the Community, and the need for a local production development incentive justify this derogation.

The European Commission has decided to refer part of the proposed merger between Danish-based dairy products company Arla Foods and Britain's Express Dairies to the UK competition authorities, which will further assess the competitive impact in the markets for the supply of processed fresh milk and fresh cream in Britain.

(12) In Madeira, aid for human consumption of fresh cow's milk products is paid to the dairies. Consequently, it is planned to direct this aid, in the context of a supply balance, towards the collection of local production linked with an authorisation to produce reconstituted UHT milk from milk powder of Community origin, with a view to covering local consumption more fully.

The project is expected to contribute to an increase of some 50 % in the milk herds around the 20 towns ; the supply of commercially produced milk should increase from 722 000 tonnes in 1987 to 1.2 million tonnes between now and 1992, i.e. a 56 % increase ; the per capita availability of fresh milk in the urban areas will rise from about 14.3 kg in 1987 to 22 kg in 1992.
