Mr. Sullivan gave three reasons for the decision of Caucus: (1) Term 17 is the course of action that the House of Assembly has voted to undertake; (2) the Newfoundland government received a mandate in the 1996 election which affirmed this course of of action; and (3) Premier Tobin has committed to five conditions that will achieve the kind of educational reform voted for in the referendum of September 1995.
La décision du caucus de son parti reposait sur trois motifs, a-t-il expliqué : 1) la clause 17 correspond à l'orientation votée par l'Assemblée législative; 2) le mandat que le gouvernement de Terre-Neuve a reçu lors des élections de 1996 a confirmé cette orientation; 3) M. Tobin, le premier ministre provincial, s'est engagé à respecter cinq conditions qui permettront la mise en place d'une réforme de l'enseignement correspondant à celle qui a été approuvée par référendum en septembre 1995.
