S. whereas the Council appointed Ms Rosalind Marsden as the European Union Special Representative (EUSR) for Sudan in August 2010 and subsequently enlarged and extended her mandate, but in June 2013 only agreed to a four-month extension until 31 October 2013 in order to integrate it into the mandate of the EUSR for the Horn of Africa, despite her outstanding work and her important role in leveraging the EU’s various tools and influence on the developments in the region; whereas without a designated EU Special Representative for Sudan/South Sudan, the EU will be side-lined in international negotiations and efforts;

Under the umbrella of the Intergovernmental Authority on Development, IGAD, the consultation built on the framework for a peaceful solution to the war in Sudan enunciated in the 1994 Declaration of Principles, to which both the Government of Sudan and the SPLA subscribe, states: that a military solution cannot bring lasting peace and stability to the country; that a just solution must be the common objectives of the parties; that the people of the south have the right to self-determination and the recognition in August, 1998, that this right to self-determination be defined by the borders existing on January 1, 1956; that Sudan's multi-racial ethnic culture and religious nature must be recognized; that freedom of religion and religious practice must be guaranteed; and that the human rights and independence of the judiciary must be embodied in the Constitution.

In order to allow full access to those in dire need of assistance, the EU, recalling its declaration of 1 May 1998, welcomes the 3 months' cease-fire in Bahr al-Ghazal which has been agreed upon by the Government of Sudan and the Sudan Peoples Liberation Movement, and the declaration of a unilateral cease-fire issued by the Government of Sudan on 4 August 1998.

The first programme is the Post-Flood Reconstruction and Rehabilitation Programme of 15 million ecus, which consists of : - an agricultural component of 7.3 million ecus, comprising supply of spare parts for the repair of small scale irrigation pumps damaged by the flood, supply of new irrigation pumps as replacement of lost or destroyed pumps and spare parts for trucks which are essential for transport to and from the flood-affected areas in remote parts of Northern Sudan; in this region small scale farmers were the most severely hit by the August floods and rains, which destroyed many of their houses and most of their irrigation infrastructure (pumps and irrigation canals); - a transport component of 7.7 million ecus, comprising reconstruction of the major road bridge of Geneina in Darfur Province in Western Sudan and earth moving equipment, materials and motor trolleys to the Sudan Railways Corporation for permanent repair and strengthening of railway embankments damaged by the floods and the reconstruction of a damaged railway briilways Support Programme of 19 million ecus, of which an important part (11.5 million ecus) consists of the reconstruction of 5 major bridges and 18 smaller bridges and drainage structures on the Western railway line from Kosti to Babanousa, aimed at making this railway line more reliable during the rainy seasons, during which until now, due to insufficient drainage, flood damage has caused railway traffic to be disrupted each year/.
Le premier programme est constitué d'un programme de reconstruction et de remise en état après les inondations, d'un montant de 15 millions d'écus, qui comporte : - un élément agricole de 7,3 millions d'écus, comprenant la fourniture de pièces détachées en vue de la réparation de petites pompes d'irrigation endommagées par les inondations, la fourniture de nouvelles pompes d'irrigation en remplacement des pompes perdues ou détruites, et de pièces détachées pour les camions, essentielspour les communications avec les zones touchées par les inondations dans les régions éloignées du nord du Soudan; dans cette région, cesont les petits exploitants agricoles qui ont le plus souffert des inondations et des pluies du mois d'août, qui ont détruit une grande partie de leurs maisons et la plus grande partie de leurs infrastructures d'irrigation (pompes et canaux d'irrigation); - un élément de transport de 7,7 millions d'écus, comprenant la reconstruction du grand pont routier de Geneina dans la province de Darfur, dans le Soudan occidental, et la fourniture d'un équipement de terrassement, de matériaux et de chariots porteurs motorisés aux chemins de fer soudanais, pour la réparation définitive et le renforcement des remblais endommagés par les inondations, et pour la reconstruction d'un pont ferroviaire/. - 2 - Le second programme approuvé est le programme d'aide aux chemins de fer soudanais, de 19 millions d'écus, dont une partie importante (11,5 millions d'écus) est consacrée à la reconstruction de cinq grands pontset de 18 petits ponts et de structures de drainage sur la ligne occidentale de Kosti à Babanousa, afin de rendre celle-ci plus fiable pendant la saison des pluies, au cours de laquelle les dommages provoqués par les inondations ont entraîné chaque année, en raison de l'insuffisance du drainage, l'interruption du trafic ferroviaire.
