(38) Whereas these Community initiatives should concentrate on promoting cross-border, transnational and inter-regional cooperation (Interreg), economic and social regeneration of cities and urban neighbourhoods in crisis (URBAN), both to be financed by the ERDF, rural development (Leader), to be financed by the EAGGF Guidance Section, and the development of human resources in the context of equal opportunities (EQUAL), to be financed by the ESF; whereas the promotion of cross-border cooperation - in particular in the perspective of enlargement, transnational and inter-regional cooperation - takes on particular significance in this context; whereas due attention should be given to cooperation with the outermost regions; whereas it is necessary to reinforce the coordination of cross-border, transnational and inter-regional cooperation with the measures enacted in the context of Council Regulation (EEC) No 3906/89(8), Council Regulation (Euratom, EC) No 1279/96(9) and Council Regulation (EC) No 1488/96(10), especially in view of the enlargement of the European Union and taking account of the Europe-Mediterranean partnership; whereas due account should be taken of the social and vocational integration of asylum seekers in the framework of EQUAL;

(9) Whereas measures of Community interest undertaken at the initiative of the Commission have an important role to play in achieving the general objectives of Community structural action referred to in Article 1 of Regulation (EC) No 1260/1999; whereas, to that end, in view of the value it adds at Community level, it is important that the ERDF continue to promote cross-border, transnational and inter-regional cooperation, including in the regions located on the external frontiers of the Union within the meaning of the Treaty, the least-favoured islands and the outermost regions, in view of their special features and difficulties; whereas in the context of that cooperation, the harmonious, balanced and sustainable development of the whole of the Community territory, including in connection with spatial planning, adds value to action to promote economic and social cohesion; whereas the contribution of the ERDF to that development should be continued and increased; whereas moreover it is desirable to support the economic and social regeneration of cities and urban neighbourhoods in crisis with a view to promoting sustainable urban development;

It is no longer being continued: instead, cooperation in the relevant regions will in future be pursued under the Interreg II C programme. It has also been possible for cross-border projects to receive funding under Article 10 of the ERDF (ECU 200 m), in cases where projects were simultaneously both of a cross-border and of an inter-regional nature. Such programmes include Recite (cooperation between EU internal regions), Ecos/Ouverture (inter-regional cooperation with countries external to the EU), Urban pilot projects and Terra (urban planning and development of networks of regional and local authorities).

16. Recalls that there is a long tradition of many-sided cooperation in the Baltic region, combining cross-border and inter-regional activities; considers it important that, by coordinating these instruments (Phare, Tacis, their CBC sections, Interreg, inter-regional cooperation), a single common Baltic programme, based on the work already initiated by the Council of the Baltic Sea States, should be adopted; considers it important also to develop regional cooperation in Europe's Arctic regions and to reinforce it in the Barents Sea region, so that the enormous environmental problems which exist in the region (Kola Peninsula) can be tackled effectively enough and the region's rich natural resources can be exploited in a sustainable manner and in such a way as to benefit the region's inhabitants;
16. rappelle que, dans la région de la mer Baltique, il existe une longue tradition de coopération diversifiée alliant les actions transfrontalières et interrégionales; considère qu'il importe d'élaborer un programme unique pour la région de la mer Baltique, fondé sur les travaux déjà entrepris par le Conseil des États de la mer Baltique, grâce à la coordination des divers instruments (PHARE et TACIS, ainsi que leur volet relatif à la coopération transfrontalière, Interreg, coopération interrégionale); considère qu'il importe de développer la coopération régionale également dans les régions arctiques de l'Europe et de la renforcer dans la région de la mer de Barents, de manière à pouvoir intervenir avec suffisamment d'efficacité sur les problèmes environnementaux majeurs de la région (presqu'île de Kola) et à exploiter ses ressources naturelles abondantes de manière durable et profitable pour ses habitants;

By way of an example, unlike in the Mediterranean region the EU has not set up a separate fund for cooperation in the Baltic region, so that cross-border and inter-regional cooperation measures have hitherto been implemented in the form of separate projects (Phare-CBC, chiefly bilateral Interreg II programmes, Ecos/Ouverture projects under Phare, in particular support for inter-town cooperation allocated to local authorities only in the EU Member States under Recite and Pacte, North Sea and Baltic cooperation under Interreg II C).

Considers that inter-regional cooperation in its present form lacks an adequate strategy and that the funding instruments are scattered and fragmentary; suggests that consideration be given to setting up a single Community fund to support inter-regional multiannual cooperation based on strategic thinking and exchanges of knowledge and experience, in which all regions should have the opportunity to participate;
8. considère que la coopération transfrontalière et interrégionale dans la région méditerranéenne doit être développée; considère que le programme MEDA devrait présenter une dimension transfrontalière accrue; invite la Commission à encourager la promotion de la région méditerranéenne comme zone cible du programme Interreg II C et à assurer un financement adéquat, de sorte à permettre un véritable aménagement du territoire de concert avec les pays tiers de la région; il faut également s'assurer de la poursuite de la coopération dans l'arc atlantique dans le cadre du programme Interreg II C;
