Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. The essential contents of this Directive included - an immediate ban on stilbenes and thyrostatic substances - a general ban on substances with oestrogenic, androgenic or gestagenic action (sometimes called sexual hormones), with the exception of certain specified uses, for example, for therapeutic purposes (this was allowed subject to restrictive conditions and controls); - allowing national rules to continue to apply in the case of five specific substances used at the time for fattening animals, namely Oestradiol 17 B, Progesterone, Testosterone, Trenbolone and Zeranol; the first three substances named are commonly known as "'natural" hormones (because their chemical structure is the same as that of hormones found naturally in animals); Trenbolone and Zeranol are known as "synthetic" hormones (they are not naturally present in the body).
Parmi les principaux éléments de la directive figurent : - une interdiction immédiate des stilbènes et des substances à effet thyréostatique, - une interdiction générale des substances à effet oestrogène, androgène ou gestagène (parfois appelées hormones sexuelles), sauf pour certains usages, par exemple à des fins thérapeutiques (avec des restrictions et sous contrôle) ; - la possibilité de maintenir les normes nationales en application pour cinq substances destinées à l'époque à l'engraissement des animaux, à savoir l'oestradiol 17 B, la progestérone, la testostérone, la trenbolone et le zéranol (les trois premières substances sont plus communément appelées hormones naturelles, à cause de la similitude que présente leur structure chimique avec celle des hormones que l'on trouve naturellement chez les animaux, et les deux dernières, hormones synthétiques, parce qu'on ne les trouve pas naturellement dans l'organisme).
