27. Sub-heading 1a competitiveness for growth and employment includes appropriations for the growth adjustment fund with a maximum annual ceiling of EUR 1 billion. This amount may be increased, when the situation allows, by committed but unused appropriations from the two cohesion instruments (European Regional Development Fund and European Social Fund) in application of the 'N+2' rule [7], up to a maximum of EUR 1 billion per year.
