7. Notes that the Internal Audit Service (IAS) carried out audits on the adequacy of budget planning systems (concluded in 2009), and on the conformity of rights establishment in progress, as well as follow-ups on mission expenses, on studies and expert advice, and the second follow-up on application of internal control standards and adequacy of financial circuits; notes that as regards the latter, despite this being the second follow-up, it still demonstrated a relatively low result indicator (i.e. the number of recommendations implemented within 12 months); also notes that the planned study on the quality of the IAS function did not take place;
7. constate que le service d'audit interne (SAI) a effectué des audits sur la pertinence des systèmes de planification budgétaire (achevés en 2009) et sur la conformité des droits en cours d'établissement, ainsi que procédé au suivi des dépenses liées aux missions, des études et des conseils d'experts, de même qu'au second suivi de l'application des normes de contrôle interne et de la pertinence des circuits financiers; note qu'en ce qui concerne ce dernier point, et alors qu'il s'agissait du deuxième suivi, l'indicateur de résultat est resté relativement faible (c'est-à-dire le nombre de recommandations mises en œuvre en 12 mois); note également que l'étude sur la nature de la fonction du SAI qui avait été prévue n'a pas été réalisée;

Points out that a binding financial framework is applicable for the 2007-2013 period to most budget headings in the employment and social affairs area, including, accordingly, the heading for the European Social Fund, which accounts for about 95% of budget funds for the area; notes that the binding financial framework does not apply to social dialogue and mobility, agencies, studies or pilot projects;
1. rappelle qu'un cadre financier contraignant s'applique pour la période 2007-2013 à la plupart des lignes budgétaires relatives à l'emploi et aux affaires sociales, et notamment à la ligne relative au Fonds social européen qui représente environ 95 % des crédits budgétaires alloués à ce domaine; observe que le dialogue social et la mobilité, les agences, les études ou les projets pilotes ne sont pas inclus dans ce cadre financier contraignant;

3. Recognises the dominant role of the Foundation in disseminating independent comparative studies with a view to enhancing the quality of life and work in the European Union, and in advising public and private bodies; congratulates the Foundation both on the recent establishment of the European Monitoring Centre on Change, the purpose of which is to analyse and anticipate changes in employment and the business world, the aim being to bolster socio-economic progress, and in connection with the assessment of applications under the European Globalisation Adjustment Fund, and considers that this latter area requires a more substantial budget; again applauds the work carried out by the Foundation, which is continuing to pursue the tasks entrusted to it, systematically and to invaluable effect;
3. reconnaît le rôle prépondérant de la Fondation dans la diffusion d'études indépendantes et comparatives visant à augmenter la qualité de vie et de travail dans l'Union européenne, ainsi que dans les conseils aux entités publiques et privées; félicite la Fondation de la création récente de l'Observatoire européen du changement, qui a pour objectif d'analyser et d'anticiper les changements dans le travail et l'entreprise, en vue d'appuyer le progrès socioéconomique et l'évaluation des candidatures dans le cadre du Fonds européen d'ajustement à la mondialisation, tâche pour laquelle il juge nécessaire de prévoir un renforcement budgétaire; renouvelle ses félicitations pour le travail accompli par la Fondation qui continue à s'acquitter systématiquement et à la perfection des tâches qui lui ont été confiées;

Finally, and I will conclude, Mr President, I would like to especially thank the Committee on Budgets for its support for a pilot project that has been allocated EUR 1 million, that will enable a study to be carried out in the next year monitoring and comparing the application of consumer policy measures in the various Member States.
Enfin, et je conclurai ainsi, M. le Président, je tiens à remercier spécialement la commission des budgets pour son soutien au projet pilote qui bénéficie d'un million d'euros, ce qui permettra de produire une étude l'année prochaine pour contrôler et comparer l'application des mesures en matière de politique des consommateurs dans les différents États membres.
