Recalls that the high level of payments in the DB for this heading (+ 8,1 %) results from commitments undertaken in the past, which need to be honoured at the end of the programming period in line with the natural life cycle of the Structural Funds; stresses that a more realistic approach from the Council as to the actual payment needs under this heading in the recent EU budgetary procedures would have allowed a much lower percentage of increase in payments;
rappelle que le niveau élevé des crédits de paiement du projet de budget pour cette rubrique (+ 8,1 %) est dû aux engagements passés qui doivent être honorés à la fin de la période de programmation en raison du cycle de vie naturel des Fonds structurels; souligne que si le Conseil avait adopté une approche plus réaliste des besoins de paiement réels au titre de cette rubrique lors des dernières procédures budgétaires, la hausse des crédits de paiement aurait été bien moins élevée;

16. Recalls that the Member States have been called upon to prepare, for the current programming period, two strategic documents: a National Strategy Plan for rural development (EAFRD) and a National Strategic Reference Framework for regional policy (Structural Funds); recalls that the Member States have been asked to mobilise synergies and set up operational coordination mechanisms between the various funds; regrets, however, that in this process the emphasis was mainly placed on ensuring the demarcation of the various funds and programmes, rather than creating synergies from them;

It has to be recalled that acceding countries, as agreed in the accession negotiations, will benefit of eligibility of project and expenditure to be funded by the Structural and Cohesion Funds upon accession, already from the 1 January 2004.
Il convient de rappeler que les pays d'adhésion, comme convenu dans le cadre des négociations d'adhésion, bénéficieront de l'éligibilité des projets et des dépenses dès le 1er janvier 2004 pour un financement par les Fonds structurels et le Fonds de cohésion dés l'adhésion.
