The Commission encourages Member States (including relevant national and regional authorities) to: · work towards better alignment and synergies of their funding instruments with EU funding initiatives; this includes their research and innovation programmes, in particular in connection with relevant Joint Programming Initiatives and AAL; · make effective use of Structural Funds, in line with the Partnership priorities, as appropriate, in particular with a view to: – enhancing the use, quality, interoperability of and access to ICT including e-health, and strengthening research, technological development and innovation; – promoting social inclusion and combating poverty, including through investing in health and social infrastructure; – promoting measures to fight against discrimination of older people both in accessing the labour market and in the work place (e.g. innovative, accessible and age-friendly forms of work organisation, longer healthier working lives); – fostering investments to modernise national and regional health systems, and giving priority to a shift from institutional care to community-based care, while enhancing independent living. · consider including the Partnership priorities and objectives among their strategic priorities in order to make use of structural funds; · engage in the activities of the Partnership through the procurement of more innovative and efficient solutions.
La Commission encourage les États membres (les autorités nationales et régionales concernées) à: · s’efforcer de mieux aligner leurs instruments de financement sur les initiatives de financement de l’UE et, partant, d’obtenir une meilleure synergie; cela vaut entre autres pour leurs programmes de recherche et d’innovation, en particulier lorsqu’ils sont liés à des initiatives de programmation commune et à l’AAD; · recourir au besoin aux Fonds structurels, en respectant les priorités du partenariat, notamment pour: – renforcer l’utilisation, la qualité et l’interopérabilité des TIC, notamment en matière de santé en ligne, et consolider la recherche, le développement technologique et l’innovation; – promouvoir l’inclusion sociale et combattre la pauvreté, y compris en investissant dans les infrastructures sanitaires et sociales; – promouvoir la lutte contre les discriminations à l’encontre des personnes âgées tant dans l’accès au marché de l’emploi que sur les lieux de travail (modèles innovants et accessibles d’organisation du travail adaptés aux personnes âgées, vie professionnelle plus longue et plus saine, etc.); – stimuler les investissements visant à moderniser les systèmes nationaux et régionaux de santé, et donner la priorité, non plus aux soins en établissement, mais aux soins de proximité, tout en favorisant l’autonomie des personnes; · envisager d’englober les priorités et les objectifs du partenariat dans leurs priorités stratégiques afin de pouvoir recourir aux Fonds structurels; · s’engager dans les activités du partenariat par la voie de marchés publics portant sur des solutions innovantes performantes.

As regards the specific provisions of this Regulation concerning the structural funds, cohesion funds, the European Fisheries Fund, the European Agricultural Fund for Rural Development and funds in the area of Freedom, Security and Justice managed in shared management, the provision for repayment of pre-financing payments, and making appropriations available again, contained in the Commission declaration annexed to Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds (6) should be retained.

(52a) Transitional provisions should be added. First, in Article 181(1), as regards the making available again of decommitted appropriations corresponding to commitments made during the 2000-2006 Structural Funds programming period, the case of force majeure should continue to be applied as provided in the Financial Regulation of 25 June 2002 until the closure of the assistance. This is in order to avoid disruption of the current system since force majeure is treated differently in the new Regulation governing the Structural Funds. Second, in Article 181(2), to deal with the implementation of the provisions on the central database for exclusion from participation in procurement and grant procedures. Finally, in Article 181(3) to deal with the outstanding Community commitments to be financially settled in order to close the assistance provided for in the Regulations governing the Structural Funds and the Cohesion Fund for the 2000-2006 programming period.

80% of the Objective 1 programmes (which account for 70% of financing under the Structural Funds) make no mention of the mandatory consultation of cooperation organisations in general and of gender equality organisations in particular.

The report also reflects other concerns: taking account of indicators other than GDP to determine eligibility under the Structural Funds; making environmental policy, employment policy, the common agricultural policy, transport policy and economic policy more consistent with the aim of sustainable regional development; increasing the administrative capacity of the candidate countries; defining more flexible arrangements for implementation to achieve a gradual decentralisation of the management of the Funds, subject to effective and rigorous checks on how they are used; increased aid for regional competitiveness; enabling the regions to implement their own development strategies; introducing the principle of 'one programme - one Fund' and giving the regions more responsibility for implementation.

This evaluation showed that, on the whole, the Structural Funds make a positive contribution towards sustainable regional development, but that there is still room for improvement.

What we really need is a continuation of the work to simplify and to minimise the bureaucracy of the functioning of the Structural Funds, which makes it necessary to improve management methods in areas such as the funding, monitoring, following-up and implementation of the programmes we support. By the same token, the Member States and the regions must be more selective in their choices of projects to support and ensure that appropriations are put to the best use and, for this reason, the ‘performance reserve’-type mechanisms must be improved in order to encourage and reward the regions that have made the best use of the Structural Funds.
En réalité, il faut poursuivre l’effort de simplification et de débureaucratisation du fonctionnement des Fonds structurels, pour cela il est nécessaire d’améliorer les méthodes de gestion dans des domaines comme le financement, le contrôle, l’accompagnement et l’exécution des programmes soutenus et il faut que les États et les régions sélectionnent plus sévèrement les projets retenus et utilisent au mieux les dotations, ce qui nécessite un renforcement des mécanismes du type "réserve de performance", afin d’encourager et de récompenser les régions qui utilisent le mieux les Fonds structurels.

The general Regulation on the Structural Funds makes the management of assistance in the period 2000-06 more decentralised.
