JESSICA (Joint European Support for Sustainable Development in City Areas) is a joint initiative of the European Commission and the EIB, with the cooperation of the Council of Europe Development Bank, which is designed to foster investment in urban areas through the more effective use of the EU structural funds made available to the regions of the EU Member States.

As regards the 1994-99 programming period, the latest financial information sent to the Commission by the Italian Government suggest that, except in the case of the Community Initiatives, most of the delay in implementing the Structural Funds in Italy has been made up: all the funds available were committed by the authorities managing the programmes before the deadline of 31 December 1999 although care is still required to ensure that the projects still open are completed and expenditure carried out in the time allowed (by 31 December 2001), which will require the pace of expenditure to accelerate.

The Commission is proposing devoting ECU 286 billion (in 1999 prices) to structural measures in 2000-06, made up of ECU 218.4 bn from the Structural Funds in the fifteen present Member States, ECU 20.8 bn from the Cohesion Fund and ECU 46.8 bn for the countries which are to join the Union as part of the enlargement process.
