11. Reaffirms that the upgrading of relations between the EU and Israel must be strongly conditional upon strict respect for international human rights and humanitarian law, including the immediate lifting of the blockade on the Gaza Strip, a total freeze on all settlement constructions in the West Bank, including East Jerusalem, and real commitments and actions aimed at a comprehensive peace settlement and the full implementation of the EC-PLO Interim Association Agreement;
11. réaffirme que le renforcement des relations entre l'Union européenne et Israël doit être résolument subordonné au strict respect du droit international humanitaire et des droits de l'homme, et en particulier à la levée du blocus de la bande de Gaza, à l'arrêt total des constructions dans les colonies de Cisjordanie, et en particulier à Jérusalem-Est, à la réalisation d'enquêtes respectant les critères internationaux d'indépendance, d'impartialité, de transparence, de rapidité et d'efficacité, à des engagements concrets et à des mesures effectives en vue d'un accord global de paix et de l'application intégrale de l'accord d'association intérimaire CE-OLP;

11. Calls on the Council urgently to convene the EU-Israel Association Council in order to express the position of the European Union after the Israeli military operations in the Gaza Strip, with regard, in particular, to full compliance with Article 2 of the EU-Israel Association Agreement ;

(23) This Regulation makes it necessary to repeal Council Regulations (EEC) No 1762/92 of 29 June 1992 on the implementation of the Protocols on financial and technical cooperation concluded by the Community with Mediterranean non-member countries , (EC) No 1734/94 of 11 July 1994 on financial and technical cooperation with the West Bank and the Gaza Strip and (EC) No 1488/96 of 23 July 1996 on financial and technical measures to accompany (MEDA) the reform of economic and social structures in the framework of the Euro-Mediterranean partnership .
(23) Le présent règlement impose l'abrogation du règlement (CEE) n° 1762/92 du Conseil du 29 juin 1992 concernant l'application des protocoles relatifs à la coopération financière et technique conclus par la Communauté avec des pays tiers méditerranéens , du règlement (CE) n° 1734/94 du Conseil du 11 juillet 1994 relatif à la coopération financière et technique avec la Cisjordanie et la bande de Gaza , et du règlement (CE) n° 1488/96 du Conseil du 23 juillet 1996 relatif à des mesures d'accompagnement financières et techniques (MEDA) à la réforme des structures économiques et sociales dans le cadre du partenariat euro-méditerranéen .
