As regards the joint strategy itself, one year after its adoption, we note that, whilst the different components of the institutional architecture have been more or less put in place, there has been very little actual progress on the ground for most of the eight thematic partnerships.

In this context, non-state actors are being brought in to play an important role ahead of becoming involved in the joint panels of experts for each of the eight thematic partnerships.
