Along with the European Fund for Strategic Investments (EFSI) and the European Structural and Investment Funds (ESIF), the CEF plays a major role in bridging the investment gap in Europe, which is one of the Commission's top priorities.

Along with the Investment Plan presented by the Commission in November 2014, and in particular the new European Fund for Strategic Investments (EFSI), the CEF aims at bridging the investment gap in Europe to kick-start growth and job creations, a priority of President Jean-Claude Juncker.

14. Calls on the Commission to establish new financing opportunities for Member States, including with the aid of the European Investment Bank (EIB), by means of which the dairy industry will be reformed; considers financial support, such as guarantee funds, revolving funds and investment capital, to be essential, along with resources provided by the EIB, in order to intervene at the level of structural and European investment funds, in particular in harmony with rural development; this would enable a multiplier effect to be achieved in terms of growth and income, as well as facilitating access to credit for dairy farmers; welcomes in this regard the financing opportunities presented to farmers in the dairy sector by the EIB’s new fund, which offers lower interest rates to facilitate on-farm investment and modernisation, while offering financing opportunities to young farmers to grow their businesses; further highlights the complementary nature of the European Fund for Strategic Investments financing, which would help to develop the milk sector by attracting private capital with a view to expense accountability and increased investment effectiveness;

Calls on the Member States, using appropriate monitoring mechanisms, to ensure that foreign enterprises operating in the EU respect all legislation in force in the Single Market, including social and environmental standards, ensure the protection of patents and contribute to efforts promoting the sustainability of employment when they purchase European businesses or set up subsidiaries in the EU; asks the Commission and Member States to set up a body entrusted with the ex ante evaluation of foreign strategic investment, along the lines of the Committee on Foreign Investment in the United States (CFIUS), in order to obtain a clear picture of businesses operating and investing in the territory of the EU, and to report to the parliament on a regular basis;
demande aux États membres de s'assurer par des mécanismes de surveillance appropriés que les entreprises étrangères opérant dans l'Union respectent toute la législation en vigueur dans le marché unique, y compris les normes sociales et environnementales, veillent à la protection des brevets et contribuent à promouvoir la durabilité de l'emploi lorsqu'elles rachètent des entreprises européennes ou installent des filiales dans l'Union; invite la Commission et les États membres à créer un organisme chargé d'évaluer les investissements stratégiques étrangers ex ante sur le modèle du Comité pour l'investissement étranger aux États-Unis (CFIUS) afin d'avoir une vision claire des entreprises opérant et investissant sur son sol et à régulièrement rendre compte au Parlement;

The European Parliament and Council are currently discussing Commission proposals to overhaul EU telecoms rules and to encourage investment in very high-capacity networks to meet Europeans' growing connectivity needs, along with strategic objectives for a 2025 gigabit society.
