TRADUCTIONS EN CONTEXTE
When I posed a question to the minister about what would be done to preserve the precious, fragile crab stocks off Newfoundland, he said that prior to the Liberals forming the government in 1993 fisheries brought in $243 million to the province of Newfoundland and Labrador.

Similarly, the Newfoundland Natural History Society, which supports a humane and sustainable seal hunt, wrote to Minister Anderson two weeks ago disagreeing with what they call Mr. Efford's inference that seals are interfering with the recovery of the groundfish stocks in Newfoundland.

Senator Hubley: Would the scientific council have any indication from, for example, the fisheries organization that would be governing the stocks in Newfoundland as to where the stocks have collapsed?

On November 14, 2005, the Canada-Newfoundland and Labrador action team for cod rebuilding presented the strategy for the recovery and management of cod stocks in Newfoundland and Labrador.

The moratorium introduced in the North Atlantic twelve years ago has not, I regret to say, had the expected effect. The cessation of fishing has had no effect upon the state of cod stocks off Newfoundland and Nova Scotia and in the Gulf of Saint Lawrence. Forty thousand jobs have been destroyed but, for all that, there has been no restocking.

I would ask the Members of this House to consider the case of the northern cod stock off Newfoundland which provided 200 000 tonnes of fish every year for five centuries.

Worries over repeating what happened in Newfoundland, where the cod never returned, haunt us all, and the ICES advice is stark: 'These cod stocks are at such a low level that we have had to resort to recommending zero catches as a final line in the sand'.

That has, in my opinion and in the opinion of others, been the direct result of the Minister of Fisheries and Oceans and the Prime Minister making it very clear that we do not intend to stand for foreign overfishing, where foreign fishing vessels from other nations plunder our stocks, either by using small mesh size, by disregarding quotas, giving themselves great quotas, literally vacuuming up the ocean of a stock that Newfoundlanders and Atlantic Canadians and Quebecers cannot catch because of the rules that we have imposed on ourse ...[+++]
