In accordance with Article 6(3) of Decision (CFSP) 2017/2315, and on the basis of updated national implementation plans presented by participating Member States, the High Representative will present an annual report to the Council, describing the status of PESCO implementation, and including the fulfilment, by each participating Member State, of its commitments, in accordance with its national implementation plan.

To ensure that the second cycle of implementation of the marine strategies of the Member States further contributes to the achievement of the objectives of Directive 2008/56/EC and yields more consistent determinations of good environmental status, the Commission recommended in its report on the first phase of implementation that, at Union level, the Commission services and Member States collaborate to revise, strengthen and improve Decision 2010/477/EU, aiming at a clearer, simpler, more concise, more coherent and comparable set of good environmental status criteria and methodological standards and, at the same time, review Annex III of Directive 2008/56/EC, and if necessary revise it, and develop specific guidance to ensure a more coherent and consistent approach for assessments in the next implementation cycle.

With the introduction of a rolling work programme in IDABC the need for a dashboard to monitor the implementation of actions has been reduced considerably as actions are regularly measured against the work programme entries, which are both reflecting the status of the actions and the future planning, and as funds for subsequent phases are only released when milestones have been achieved. At the same time yearly reporting on the implementation of the programme has been introduced and a post-implementation review of each action required within one year of the implementation.
