Definition: Personality change, persisting for at least two years, attributable to the traumatic experience of suffering from a severe psychiatric illness. The change cannot be explained by a previous personality disorder and should be differentiated from residual schizophrenia and other states of incomplete recovery from an antecedent mental disorder. This disorder is characterized by an excessive dependence on and a demanding attitude towards others; conviction of being changed or stigmatized by the illness, leading to an inability to form and maintain close and confiding personal relationships and to social iso-lation; passivity, reduced interests, and diminished involvement in leisure activities; persistent complaints of being ill, which may be associated with hypochondriacal claims and illness behaviour; dysphoric or labile mood, not due to the presence of a current mental disorder or antecedent mental disorder with residual affective symptoms; and longstanding problems in social and occupational functioning.
Définition: Modification de la personnalité, persistant au moins deux ans, imputable à l'expérience traumatique d'une maladie psychiatrique sévère. With a view to facilitating the cross-border provision of air navigation services, and until the finalisation of the work of the Agency to draw up the relevant measures transposing the ICAO standards, the Member States, the Commission and the Agency, acting in close cooperation with Eurocontrol where relevant, should work towards minimising the differences notified by Member States in the application of ICAO standards in the field of air navigation services in order to reach a common set of standards between Member States within the single European sky.
En vue de faciliter la fourniture de services de navigation aérienne transfrontaliers, et en attendant l’achèvement des travaux de l’Agence pour élaborer les mesures adéquates transposant les normes de l’OACI, les États membres, la Commission et l’Agence, agissant, le cas échéant, en étroite coopération avec Eurocontrol, doivent travailler à réduire les différences notifiées par les États membres en ce qui concerne l’application des normes de l’OACI dans le domaine des services de navigation aérienne afin d’arriver à un jeu de normes commun entre les États membres dans le ciel unique européen.

27. Wishes to see the Member States work towards cutting red tape associated with measures to support families with regard to childcare;

Calls on the Member States to continue working towards the goal of an international ban on cluster munitions, to further develop ways to detect and destroy unexploded ordnance, to provide financial and technical assistance to the countries concerned and to continue to work towards the conclusion of the ongoing negotiations on strengthening the global ban on landmines, a global ban on uranium weapons and global control of conventional arms transfers; in this light, finds it embarrassing that, despite the fact that the EU Code of Conduct on Arms Exports will celebrate its tenth anniversary in 2008, it is not yet legally binding and uncontrolled arms exports from EU Member States seem to be continuing without much hindrance, even to governments in countries where the EU is launching or considering an ESDP operation; further notes the danger that weapons may be transferred through the EU via those Member States with less strict export controls to third countries and/or by an irresponsibly flexible use of the International Import Certificate; stresses, therefore, that it is important for all Member States to apply the highest standards in terms of arms export controls, so as to prevent EU weapons from fuelling conflicts;
demande aux États membres de continuer à œuvrer en faveur d’une interdiction internationale des armes à dispersion, de développer les moyens de détecter et de détruire les munitions n’ayant pas explosé et de fournir une assistance financière et technique aux pays concernés, ainsi que de l’aboutissement des négociations en cours sur le renforcement de l’interdiction mondiale des mines terrestres, l’interdiction mondiale des armes contenant de l’uranium et un contrôle mondial des transferts d’armes conventionnelles; dans cette optique, juge embarrassant qu’en dépit du fait que le code de conduite de l’Union sur les exportations d’armes fêtera son dixième anniversaire en 2008, celui-ci n’est pas encore contraignant et les exportations incontrôlées d’armes par des États membres de l’Union semblent continuer sans beaucoup d’entraves, même à destination de gouvernements de pays où l’Union lance une opération de la PESD ou envisage de le faire; constate en outre l’existence d’un risque que des armes puissent, par le territoire de l’Union, être transférées vers des pays tiers via des États membres où le contrôle des exportations est moins strict et/ou, de façon irresponsable, il est fait un usage non rigoureux du certificat international d’importation; souligne dès lors qu’il est essentiel que tous les États membres appliquent les normes les plus rigoureuses en matière de contrôle des exportations d’armes, en sorte d’empêcher que des armes de l’Union n’alimentent des conflits;
