Every year, Member States get a warning about more than 2000 dangerous products through the European rapid alert system ‘RAPEX' that enables quick exchange of information between 31 European countries and the Commission.

In view of the fact that the anti-dumping duty will also apply to blends containing by volume more than 10 % (v/v) of bioethanol, in proportion to their bioethanol content, it is considered appropriate for the effective implementation of the measure by the customs authorities of the Member States to determine the duty as a fixed amount on the basis of the pure bioethanol content.

A shorter deadline for achieving the objective (1 January 2018) is set for listed companies which are public undertakings within the meaning of Article 2(b) of Commission Directive 2006/111/EC of 16 November 2006 on the transparency of financial relations between Member States and public undertakings as well as on financial transparency within certain undertakings.[18] Member States exercise a dominant influence over such companies and therefore have more instruments to bring about the change more rapidly.

In the light of the findings of the anti-dumping investigation in the footwear sector, which proved that China had been practising State intervention and social dumping, and of the steps taken by the Commission to correct this distortion of competition, urges the Union to make its trading partners, such as China, comply with fair and equitable international trade rules; calls on the Commission, when considering, as it is shortly due to do, how the anti-dumping measures should be used, to simplify the procedures so that anti-dumping mechanisms can be employed more readily by SMEs; furthermore, calls for the anti-dumping procedure to be made more transparent;
