This Directive lays down a common framework for certain aspects of the laws, regulations and administrative provisions of the Member States concerning agreements covering credit for consumers secured by a mortgage or otherwise relating to residential immovable property, including an obligation to carry out a creditworthiness assessment before granting a credit, as a basis for the development of effective underwriting standards in relation to residential immovable property in the Member States, and for certain prudential and supervisory requirements, including for the establishment and supervision of credit intermediaries, appointed representatives and non-credit institutions.
La présente directive fixe un cadre commun relatif à certains aspects des dispositions législatives, réglementaires et administratives des États membres concernant les contrats couvrant le crédit aux consommateurs garanti par une hypothèque ou autre crédit relatif à des biens immobiliers à usage résidentiel, notamment l’obligation de procéder à une évaluation de la solvabilité avant d’accorder un crédit, qui constitue la base de l’élaboration de normes de souscription effectives en ce qui concerne les biens immobiliers à usage résidentiel dans les États membres, ainsi qu’à certaines exigences prudentielles et de surveillance, notamment en matière d’établissement et de surveillance applicables aux intermédiaires de crédits, aux représentants désignés et aux prêteurs autres que les établissements de crédit.

The purpose of this Directive is to harmonise certain aspects of the laws, regulations and administrative provisions of the Member States concerning agreements covering credit for consumers.
La présente directive a pour objet d'harmoniser certains aspects des dispositions législatives, réglementaires et administratives des États membres en matière de contrats de crédit aux consommateurs.
