Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Nevertheless, a number of anomalies, weaknesses and shortcomings were noted: - the method chosen for recruiting staff from the Member States was unsatisfactory (46-47): staff allocated to posts were appointed by the Member States without the Administrator being consulted, which led to coordination problems. The fact that the EU team worked well was more a matter of chance than a consequence of the procedure adopted; - as regards financial management and control within the EUAM, although relatively serious weaknesses were detected they had not impeded the effectiveness of the EUAM (69-79); - the central decision-making and management structure, namely the Member State holding the Presidency of the Council assisted by the advisory working group and collaborating with the Commission, is too diffuse to be effective (55-68).
