(2) Article 45 of the Treaty on the Functioning of the European Union ('Treaty') lays down the freedom of movement for workers within the Union, while Article 46 thereof sets out the measures to bring about this freedom, in particular by ensuring close cooperation between the public employment services. A network of PES established under this Decision ('the Network') should , in addition to the general aspects of geographical mobility, cover a wide range of objectives and initiatives by way of incentive measures designed to improve cooperation between Member States in the field of employment.

However, it is, nevertheless, worth noting that the entry into force of the Lisbon Treaty brought some changes to the relationship between the Euratom Treaty and the Treaties of the Union, notably the abrogation of Article 305 of the EC Treaty, according to which the EC treaty was to be "without prejudice" to the Euratom Treaty and the introduction of Article 106(a) in the Euratom Treaty, which states that the Union Treaties "may not derogate " from the Euratom Treaty, while listing a number of articles of the TEU and TFEU which apply to the EA Treaty.

Recalls that international agreements concluded by the Union must be compatible with the provisions of the Treaties, are binding upon the institutions and on its Member States' (Article 216(2) TFEU) and according to CJEU settled case-law form an integral part of the Union legal order; underlines that in order to recognise direct effect for provisions of international agreements these 'must appear as regards their content, to be unconditional and sufficiently precise and their nature and broad logic must not preclude their being so relied on'; also recalls the case-law of the CJEU according to which the requirements flowing from the protection of general principles recognised in the Union legal order, which include fundamental rights, are also binding on Member States when they implement Union rules, and according to which obligations imposed by an international agreement cannot have the effect of prejudicing the constitutional principles of the Union Treaties, which include the principle that all Union acts must respect fundamental rights;

A Russia-Belarus state union treaty was ratified in 1999, but in practice it has been largely ignored, while the single rouble currency union has been deferred to 2006.

Article 7 of the Union Treaty, introduced by the Amsterdam Treaty and amended by the Nice Treaty, and Article 309 of the Treaty establishing the European Community (the "EC Treaty"), equip the Union institutions with the means of ensuring that all Member States respect the common values.
