improve the security and accessibility of the system by providing for uniform requirements for officers on the ground on how to process SIS data in a secure way and ensure business-continuity for end-users; strengthen data protection by introducing additional safeguards to ensure that the collection and processing of and access to data is limited to what is strictly necessary, in full respect of EU legislation and fundamental rights, including the right to effective remedies; improve information sharing and cooperation between Member States, notably through the introduction of a new alert category on "unknown wanted persons" and full access rights for Europol ; help combat terrorism by introducing the obligation to create a SIS alert in cases related to terrorist offences and a new 'inquiry check' to help authorities gather essential information; better protect children by allowing authorities to issue, in addition to alerts for missing children, preventive alerts for children who are at high risk of abduction; contribute to the effective enforcement of entry bans for third-country nationals at the external border by making their introduction in the SIS compulsory; improve the enforcement of return decisions issued to irregularly staying third-country nationals by introducing a new alert category for return decisions; make more effective use of data such as facial imaging and palm prints to identify persons entering the Schengen area; strengthen the support for prevention and investigation of theft and counterfeiting by providing for alerts to be issued on a wider range of stolen and falsified goods and documents.

Encourages Croatia to continue its efforts to maintain and further develop good-neighbourly relations and to remain an important and proactive promoter of regional cooperation on all levels; commends the Croatian President for paying deep respect to Bosnian victims of war crimes on his official visit to Sarajevo in April 2010; sees this initiative and gesture as a commitment on the part of Croatia to solve historical issues with its neighbours in a fair, sincere and dignified manner; welcomes also the joint statement by the President and Prime Minister of Croatia on support for the territorial integrity and sovereignty of Bosnia and Herzegovina and its accession to the EU and NATO; notes that progress in regional cooperation has been uneven and therefore urges the Croatian Government and the governments of the neighbouring countries to intensify their dialogue aimed at reconciliation among the citizens of the region and at reaching definite and mutually acceptable solutions to all outstanding bilateral issues, in particular as regards final agreements on state borders, missing persons, property restitution and refugee return as well as the extradition of citizens in cases of war crimes and crimes against humanity;

Stresses the need for a more coordinated approach to finding missing children in the EU; calls on the Member States to increase police and judicial cooperation in cross-border cases involving missing children and to develop hotlines to search for missing children and support victims of child abuse; calls on the Member States to facilitate the smooth accession of Morocco, Singapore, the Russian Federation, Albania, Andorra, Seychelles, Gabon and Armenia to the 1980 Hague Convention on the Civil Aspects of International Child Abduction.

In the field of transport, investment planning shall be based on real and projected transport demand and identify missing links and bottlenecks, taking into account, in a coherent approach, the development of Union cross border links, and developing links across regions within a Member State.

Requests that national and European budgets, including the future Financial Perspectives 2007-2013, should be an expression of the goals pursued in the framework of the Lisbon Process; welcomes the strong support of the European Council for the priority projects of the Trans-European Transport Network and calls on the Council and the Member States to speed up the planning and to allocate the necessary financial resources from national budgets for the priority projects, especially for the cross-border missing links;
