Ms. Sarmite Bulte (Parkdale—High Park, Lib.): Mr. Speaker, pursuant to Standing Order 34, I have the honour to present to the House two reports from the Canadian branch of the Commonwealth Parliamentary Association concerning the 44th conference of the Commonwealth Parliamentary Association which took place from October 16 to 23, 1998 in New Zealand, and the 21st Canadian regional seminar which took place in Edmonton, Alberta, November 20 to 22, 1998.

Commends the orderly conduct of the October 2014 elections; notes, however, that for the second time in a row the electoral process took place without every citizen being able to stand for every office; underlines the crucial importance of establishing all new parliamentary organs and governments at all levels as a matter of urgency; urges the new leaders to observe the principle of universal, equal and direct suffrage, reach out to the people, engage with civil society and provide responsible and immediate answers to their legitimate concerns; calls on the competent authorities to investigate the very serious allegations against the Prime Minister of the Republika Srpska (RS) of being involved in buying the votes of two MPs not belonging to her party in order to gain a majority in the RS National Assembly (RSNA);
9. se félicite du bon déroulement des élections d'octobre 2014; constate toutefois que, pour la deuxième fois de suite, le processus électoral s'est déroulé sans que chaque citoyen soit autorisé à se porter candidat pour toute fonction élective; souligne l'importance cruciale de mettre en place de toute urgence tous les nouveaux organes parlementaires et les administrations, à tous les niveaux; invite instamment les nouveaux dirigeants à respecter le suffrage universel, égal et direct, à se tenir à l'écoute de la population, à dialoguer avec la société civile et à répondre de façon responsable et immédiate à leurs préoccupations légitimes; demande aux autorités compétentes d'enquêter sur les très graves allégations contre la Première ministre de la République serbe de Bosnie, suspectée d'implication dans l'achat des votes de deux députés n'appartenant pas à son parti pour obtenir une majorité à l'Assemblée nationale de la République serbe de Bosnie;

Before we proceed to questions and comments, it is my duty to inform the House that although the House had been informed that 30 minutes would be added under the normal time for government orders, according to and subject to article 67.2 of the Standing Orders, the only time that the 30 minutes is added for government orders is when the said bill that was the subject of the motion on the recorded division that we just took is in fact the bill that is before the House for the remainder of government orders.

11. Welcomes the mediation efforts of regional organisations, such as the African Union and ECCAS, and especially the negotiations between the parties that took place in Libreville; stresses the importance of the new follow-up mechanism to be established in order to ensure full implementation of the agreements reached; calls, in this context, on the EU to support ECCAS in overseeing the implementation of the recent accords; calls on the international community to engage more actively with the CAR in order to address the country’s long-standing problems and to achieve a sustainable political solution;
11. salue les efforts de médiation déployés par les organisations régionales, telles que l'Union africaine et la CEEAC, et notamment les négociations entre parties qui ont eu lieu à Libreville; souligne l'importance des nouveaux mécanismes de suivi qui doivent être instaurés afin de garantir la mise en œuvre complète des accords conclus; invite, à cet égard, l'Union européenne à soutenir la CEEAC dans la supervision de l'application de ces accords; demande à la communauté internationale de s'engager plus activement auprès de la République centrafricaine pour résoudre les problèmes que le pays connaît de longue date et trouver une solution politique durable;

J. whereas the President of the African Union (AU), Mr Bingu Wa Mutharika, took the view, as expressed in his official statement of 8 December 2010, that ‘Mr Gbagbo must respect the will of the people as expressed through the ballot box and surrender power peacefully in order to avoid another bloodbath in Africa’ and that the AU ‘stands side by side with ECOWAS and the international observers who certified that Mr Ouattara had won the elections’,
