It was agreed, - That pursuant to Standing Order 108(1)(a), a subcommittee on Public Service Renewal co-chaired by Roy Cullen and Paul Forseth be established to inquire into all matters relating to the renewal of the Public Service, including recent and current initiatives, the role and effectiveness of departments and agencies with responsibilities relating to the public service, and related legislation; and - That the Subcommittee be composed of 5 members or associate members of the Committee: 3 government members and 2 members representing the opposition parties to be named after the usual consultations with the Whips and filed with the Clerk and that the Subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the Standing Committee is not sitting, unless otherwise authorized by the Committee, to sit when the Committee is sitting outside Parliamentary Precinct and to sit during periods when the House stands adjourned, to print from time to time such papers as may be ordered by it and to authorize the Chair to hold meetings to receive evidence when a quorum is not present provided that at least 2 members are present including the opposition; that the Subcommittee be empowered to retain the services of research officers from the Library of Parliament and; that the Subcommittee be empowered to retain professional services as may be required.
Il est convenu, - Que, conformément à l’article 108(1)a) du Règlement, un sous-comité du renouvellement de la fonction publique coprésidé par Roy Cullen et Paul Forseth soit établi pour faire enquête sur toutes les questions ayant trait au renouvellement de la fonction publique, y compris les initiatives récentes et actuelles, le rôle et l’efficacité des ministères et organismes ayant des responsabilités relatives à la fonction publique, ainsi que la législation connexe; - Que le Sous-comité soit composé de 5 membres ou membres associés du Comité, soit 3 députés du parti ministériel et 2 députés représentant les partis d’opposition, désignés après consultation habituelle avec les whips et inscription auprès du greffier, et qu’il soit habilité à convoquer des personnes et à exiger la production de documents et dossiers, à se réunir lorsque le Comité permanent ne siège pas, sauf avec le consentement de ce dernier, lorsque le Comité siège à l’extérieur de la cité parlementaire et pendant les périodes d'ajournement de la Chambre, à faire imprimer à l’occasion les documents dont il peut ordonner l'impression, et à autoriser le président à tenir des réunions pour entendre des témoignages en l'absence de quorum, pourvu qu’au moins 2 membres soient présents, ceux de l’opposition compris; que le Sous-comité soit habilité à retenir les services d’attachés de recherche de la Bibliothèque du Parlement; que le Sous-comité soit habilité à retenir des services professionnels au besoin.

Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 14th Report of the Committee, which was as follows: The Committee recommends, pursuant to Standing Orders 104 and 114, the following changes in the membership of Standing Committees: Aboriginal Affairs and Northern Development Bertrand for DeVillers Environment and Sustainable Development Knutson for O’Brien (Labrador) Justice and Legal Affairs DeVillers for Knutson Transport Byne for Lavigne (Verdun–Saint-Paul) The Committee also recommends, pursuant to Standing Orders 104 and 114, that the following Members be added to the list of Associate Members of Standing Committees: Aboriginal Affairs and Northern Development DeVillers Government Operations Solomon Industry Milliken Justice and Legal Affairs Knutson The Committee further recommends, that where a Member is appointed as permanent member to a Committee in accordance with this report and to which he was previously appointed Associate Member, that the name of the Member be struck from the list of Associate Members of the said Committee.
