Council Directive 2004/83/EC of 29 April 2004, on minimum standards for the qualification and status of third country nationals or stateless persons as beneficiaries of international protection and the content of the protection granted (the "Qualification Directive" or "Directive")[1] is one of the "building blocks" of the first phase of the Common European Asylum System, called for by the European Council in its 1999 Tampere Conclusions.
