Eligible measures The measures eligible under Retex could involve the following: a) Improving know-how by providing businesses with aid to pay for advisory services and the equipment (excluding machinery for production) to put the advice into practice, in the fields of design, quality control, computer-assisted manufacturing and planning, marketing, etc. b) Aid for the formation of local associations of businesses and other cooperation schemes for the purpose of: - improving know-how in the areas described under (a) above, - research and the development of new methods of production; - marketing and diversification of products; - improving information on market trends; - creating networks of contacts. c) Setting up teams to provide ideas and advice to assist small and medium-sized businesses. d) Temporary contributions towards paying engineers, technical staff and managers who are recruited to help in implementing modernization plans for businesses drawn up with the assistance of outside experts. e) Vocational training schemes for staff in textile and clothing firms and retraining for staff faced with reduncancy or already unemployed. f) The rehabilitation of industrial wasteland, including restoring redundant industrial buildings, aid to reduce pollution caused by industry (the treatment and recycling of liquid effluent and industrial waste). g) Improving access to venture capital and loans.
- 3 - Mesures éligibles Les mesures éligibles dans le cadre de RETEX pourront concerner : a) l'amélioration des savoir-faire par des aides aux entreprises individuelles pour le financement de conseils externes et d'équipements nécessaires à leur mise en oeuvre (à l'exclusion des machines destinées à la production) concernant par exemple le design, la politique de qualité, la conception et production assistée par ordinateur, le marketing .b) l'aide à la constitution de groupements locaux d'entreprises d'actions de coopération visant notamment : - l'amélioration des savoir-faire dans les domaines visés sous a); - la recherche et le développement de nouvelles méthodes de production; - la commercialisation et la diversification des produits; - l'amélioration de l'information sur les tendances de marché; - la création de réseaux de contacts. c) la mise en place d'équipes d'animation et de conseil pour aider les PME d) pour les entreprises disposant d'un plan de modernisation conçu avec l'aide d'experts extérieurs, une contribution temporaire au financement des salaires des ingénieurs, techniciens ou cadres embauchés pour aider à la réalisation du plan de modernisation. e) des actions de formation professionnelle concernant le personnel des entreprises du textile/habillement ainsi que la reconversion du personnel menacé de chômage ou mis au chômage. f) l'aménagement des friches industrielles y compris la transformation d'usines désaffectées et l'aide à la réduction des pollutions des entreprises (traitement et recyclage des effluents liquides et des déchets industriels). g) l'amélioration de l'accès des entreprises aux capitaux à risque et aux prêts.

Retex schemes are open to all businesses in regions heavily dependent on the textiles and clothing industry, and mainly involve: - improving the level of know-how in businesses and encouraging cooperation between them, for example with regard to quality improvement policies, RD, flexibility, computer-aided design and manufacturing, marketing, organization and methods, health and safety; - vocational training to accompany the above and to assure the retraining of staff made redundant or threatened with unemployment in textile and clothing firms; - rehabilitation of industrial wasteland; - easier access to venture capital and loans.
Les mesures RETEX s'adressent à l'ensemble des entreprises des zones à forte concentration textile-habillement et portent, pour l'essentiel, sur: - l'amélioration des savoir-faire dans les entreprises et le des coopérations entre elles, par exemple en matière de politique de qualité, de recherche-développement, de flexibilité, de design, de conception et production assistée par ordinateur, de marketing, d'organisation, de santé et de sécurité. - la formation professionnelle en accompagnement de la mesure précédente et pour la reconversion du personnel licencié ou menacé de chômage des entreprises du textile-habillement. - l'aménagement des friches industrielles - un meilleur accès des entreprises aux capitaux à risques et aux prêts.
