TRADUCTIONS EN CONTEXTE

It is clear from paragraph 1 of the first group of eligibility criteria contained in the vacancy notice that, according to Article 98 of the Staff Regulations, candidates must be officials of the General Secretariat of the Council of the European Union, of the Commission or of the EEAS, or temporary staff to whom Article 2(e) of the CEOS applies, that is to say, staff seconded from the national diplomatic services of the Member States engaged in order to occupy temporarily a permanent post within the EEAS, or staff from the national diplomatic services of the Member States.
En effet, il ressort du point 1 du premier groupe de conditions d’admission de l’avis de vacance que, conformément à l’article 98 du statut, les candidats devaient être soit des fonctionnaires du secrétariat général du Conseil de l’Union européenne, de la Commission ou du SEAE, soit des agents temporaires auxquels s’applique l’article 2, sous e), du RAA, à savoir des membres du personnel détaché des services diplomatiques nationaux des États membres engagés pour occuper temporairement un poste permanent au SEAE, soit des membres du personnel des services diplomatiques nationaux des États membres.

24. Deplores the European Civil Service Tribunal judgment published on 22 May 2014 condemning the EESC for breaching the Charter of Fundamental Rights of the European Union when dismissing one of its staff members in 2013; also deplores the ruling handed down on 8 October 2014 in Case T-530/12 P, M. B. G. v EESC, in which the General Court found against the EESC in connection with the reporting of irregularities concerning the former Secretary-General by the head of the EESC Legal Service; calls on the EESC and its new Secretary-General to take the steps required to prevent further serious breaches of the Charter of Fundamental Rights of the European Union, to inform the EESC Bureau, the members, and the entire staff about the content of the two judgments, and to draw their attention to the fact that officials and other staff covered by the Staff Regulations have an obligation to report irregularities and that the EESC Bureau is an appropriate body to receive such reports; also asks to be informed about the total legal expenses incurred in the last five years in staff cases ultimately dealt with in the courts or by the Ombudsman;

For the purposes of Article 29(1)(a) [of the Staff Regulations], when filling a vacant post in the EEAS, the Appointing Authority shall consider the applications of officials of the General Secretariat of the Council [of the European Union], the [European] Commission and the EEAS, of temporary staff to whom Article 2(e) of the Conditions of Employment of Other Servants [of the European Union] applies and of staff from national diplomatic services of the Member States without giving priority to any of those categories.

Urges the Secretary-General to additionally secure that ICT support staff are available to members and staff at the work location, to enable both ICT support staff and parliamentary staff and members with the security and comfort of interacting face-to-face; reminds the Secretary-General that remote-access ICT support can be uncomfortable and less appropriate for the establishment of trust relationships between IT maintenance staff and those in need of IT maintenance; points also to the unsuitability of relying entirely on remote solutions until the above-mentioned security audit is adequately carried out;

The report, however, also highlights the fact that human rights, at the centre of European policies, is complex and multi-faceted. Consequently, when the European Parliament asks you, Baroness Ashton, for a special rapporteur on human rights, a directorate-general for human rights, special training for the staff of EU delegations abroad, and, among these staff members, a person very specifically responsible for monitoring human rights in the country in question – if Parliament wants these arrangements, it is certainly not to bureaucratise this field but rather that there is a lot of work to be carried out.

Seconded national experts (hereinafter referred to as SNEs) and seconded national military staff (hereinafter referred to as seconded military staff) should enable the General Secretariat of the Council (hereinafter referred to as the GSC) to benefit from their high level of knowledge and professional experience, in particular in areas where such expertise is not readily available.
