14. Welcomes the action plan for the development of the Article 318 evaluation report, as set out in the staff working document accompanying the Commission’s last evaluation report (SWD(2013)0229), and, in particular, appreciates the fact that the Article 318 evaluation report incorporates performance information from the management plans, the annual activity reports and the synthesis report, as requested by Parliament in 2013;

2. Where the national diplomatic service of origin of EEAS temporary agents requires, for the purposes of internal organisational and human resources, a yearly staff report or an evaluation, the High Representative and the relevant national diplomatic service of origin shall agree on modalities for the automatic recognition and validity of the staff report or evaluation effected by the High Representative concerning all EEAS staff coming from such national diplomatic service.
2. Lorsque le service diplomatique national d'origine des agents temporaires du SEAE requiert, à des fins d'organisation interne et de gestion des ressources humaines, un rapport de notation ou une évaluation annuels, le haut représentant et le service diplomatique national d'origine concerné s'accordent sur les modalités de reconnaissance et de validité automatiques du rapport de notation rédigé ou de l'évaluation réalisée par le haut représentant quant à l'ensemble du personnel du SEAE provenant de ces services diplomatiques nationaux.

Recalls that in the course of the 2007 budget procedure Parliament called on the Commission to carry out a mid-term evaluation of its staff needs and to provide a detailed report on its support staff and coordination functions; invites its administration to proceed to an evaluation of its staff, on that basis and using the same instruments; wishes to see an evaluation report submitted to the Committee on Budgetary Control in good time for the 2007 discharge; in this connection, wishes to know how many officials and other servants have the task of aiding Members in their work of co-legislation, how many work for the parliamentary delegations, and how many are employed in administrative support tasks for Parliament;

R. whereas the NGOs making up the CEE Bankwatch Network are alarmed by the lack of transparency in the justifications for the projects supported by the EIB and the lack of public debate concerning their evaluation, both in advance and after the event, and consider that the EIB lacks the will and the staff to evaluate the economic, environmental and social impact of its projects; whereas this last criticism has been confirmed by the recent publication of the initial reports by the EIB's Operations Evaluation department (responsible for carrying out ex-post evaluations), which stress that most of the projects examined lack advance impact assessments and justifications, and even more projects lack ex-post evaluations of the results obtained; whereas, when such evaluation is possible, it all too often reveals that the projects carried out have had no positive impact; whereas consistency with the Union's priority objectives is rarely included explicitly in justifications; whereas many of the projects supported by the EIB would easily have found other sources of funding; whereas, all in all, the 'three pillars' of the COP are hardly complied with,
R. considérant que les ONG réunies au sein du CEE Bankwatch Network s'alarment de l'opacité de la justification des projets soutenus par la BEI, de l'absence de débat public pour leur évaluation, a priori et a posteriori, et considèrent que la BEI manque de volonté et de personnel pour évaluer l'impact économique, écologique et social de ses projets; considérant que cette dernière critique est confirmée par la récente publication des premiers rapports de l'unité d'évaluation interne de la BEI, qui soulignent que la plupart des projets étudiés pèchent par l'absence d'études d'impact et de justifications a priori, et encore plus d'évaluation ex-post des résultats acquis; que, lorsque celle-ci peut être faite, elle révèle trop souvent l'absence d'impact positif des réalisations ; que la conformité aux objectifs prioritaires de l'Union est rarement prise en compte explicitement dans leur justification; que bon nombre des projets retenus par la BEI auraient sans difficulté trouvé un autre financement; qu'en somme les "trois piliers” du PAB ne sont guère respectés,
