- The second proposal is that there should be a five-year time-bar on the recovery of sums owed to the Community. However, Article 72(2) and (2a) of the Staff Regulations shall not apply to a member of the contract staff who has remained in the service of the Community until the age of 63, unless he has been employed for more than 3 years as a member of such staff.
