Regrets that the burden has not been shared among all who acted irresponsibly and that the protection of bondholders was seen as an EU necessity in the interests of financial stability; asks the Council to activate the framework it decided on the treatment of legacy assets so as to breakdown the vicious circle between sovereigns and the banks and alleviate the public debt burden in Ireland, Greece, Portugal and Cyprus; urges the Eurogroup to deliver on its commitment to examine the situation of the Irish financial sector with a view to further improving the sustainability of the adjustment in Ireland, and, having regard to all of the above, urges the Eurogroup to make good on the commitment to Ireland to deal with this bank debt burden; believes special consideration should be given to the application of the Stability and Growth Pact to relevant legacy debt, since the latter is perceived in Ireland as unfair and as burdening the country under the flexibility provisions of the reformed pact; considers that in the longer term the distribution of the costs should reflect distribution of the protected bondholders; takes note of the Irish authorities' demand for a transfer of a share of public debt corresponding to the cost of the bailout of the financial sector to the ESM;

(13) In order to alleviate those problems and to speed up the implementation of operational programmes and projects, as well as to strengthen the economic recovery, it is necessary that the Member States which have experienced serious difficulties with respect to financial stability and which have been granted financial assistance according to one of the financial assistance mechanisms set out in Article 77(2) of Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund as amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council of 13 December 2011 amending Council Regulation (EC) No 1083/2006 as regards certain provisions relating to financial management for certain Member States experiencing or threatened with serious difficulties with respect to their financial stability, may contribute financial resources from operational programmes to the establishment of risk sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations provided for under an operational programme.

The European Parliament, which has long called for an increased convergence of national supervisory practices and improvement of existing crisis management arrangements in the EU, therefore welcomes both ECOFIN Council Conclusions, and shares the view that a consistency between the evolution of going concern supervisory arrangements, both at national and cross-border levels, and that of crisis management/ financial stability arrangements is needed. Stabilization measures are important to agriculture, but we are finding that stabilization is most effectively done in a cost sharing partnership with the provinces, not by one level of government alone.
Je répète que les mesures de stabilisation des prix sont importantes pour l'agriculture, mais nous constatons que la façon la plus efficace d'arriver à cette stabilisation est d'en partager le coût avec les provinces. Un niveau de gouvernement n'y parviendrait pas aussi bien à lui seul.
