2. Calls on the Commission to prepare without delay a comprehensive Strategy and an Action Plan with clear benchmarks and appropriate budget, such as has already been repeatedly requested by the European Parliament, so as to better coordinate and promote efforts to improve the situation of the Roma population, building upon the Council conclusions on the inclusion of the Roma adopted on 8 June 2009; calls on the Commission to use the second European Summit on Roma inclusion, hosted by the Spanish Presidency on 8 April 2010 in Córdoba, and the forthcoming communication following it up, to examine the existing policies and instruments and plan the European Roma Strategy;
