During the many ensuing contacts between the Spanish administration and the Commission, major changes were made to the initial plan, and Mr Van Miert was able to announce to the Council meeting of industry ministers on 21 September that, while the Commission had initially deemed the aid intensity too high in relation to the scale of the restructuring measures, new developments had enabled it to take a favourable view of the scheme. It would consequently draw up and shortly send the Council a revised communication recommending that the aid be approved.
