At a minimum, the regulatory framework will require strict rules on capacity and financial soundness for existing carriers and new entrants, to ensure ongoing financial viability; the allocation between carriers of route and capacity rights to ensure adequate service to communities across the country, to avoid the abuse of monopoly power and the predatory dumping of excess capacity; ensuring that the management of airport, air navigation and other infrastructure is publicly accountable and supports a healthy industry; controls on air fares to ensure that, while the long run viability of the industry is assured, there is no price-gouging, with the flexibility to allow yield management and controlled discounting; the maintenance of Canadian ownership and control of airlines in Canada; protections for workers in the industry, particularly in the coming restructuring.
