Member States should endeavour to start collecting and transmitting the data to the VIS at the external border crossing points as soon as possible in order to avoid that the roll-out in the regions is circumvented by third country nationals of these regions, lodging their applications at the external borders.

5. A Member State which receives a sighting report reporting the activities of a fishing vessel flying its flag from the competent authority of a contracting party of a regional fisheries management organisation shall notify the report and all relevant information as soon as possible to the Commission or to the body designated by it, which shall thereupon forward this information to the Executive Secretary of the regional fisheries management organisation concerned for further action in accordance with the measures adopted by this organisation, as appropriate.
5. Un État membre qui reçoit de l'autorité compétente d'une partie contractante d'une organisation régionale de gestion des pêches un rapport d'observation relatif aux activités d'un navire de pêche battant son pavillon transmet dès que possible ce rapport, ainsi que toutes les informations utiles, à la Commission ou à l'organisme qu'elle désigne; la Commission ou l'organisme qu'elle désigne communique alors ces informations au secrétaire exécutif de l'organisation régionale de gestion des pêches concernée pour qu'il y soit donné suite conformément aux dispositions adoptées par cette organisation, le cas échéant.

4. The June 2003 Communication underpinned this new approach with three specific but complementary policy objectives: 1) the orderly and managed arrival of persons in need of international protection in the EU from the region of origin; 2) burden- and responsibility sharing within the EU as well as with regions of origin enabling them to provide effective protection as soon as possible and as closely as possible to the needs of persons in need of international protection, and 3) the development of an integrated approach to efficient and enforceable asylum decision-making and return procedures.
