I want to divide my remarks into four basic sections: first, I will briefly make some political observations; second, I will deal with how I see the history of this matter; third, I will discuss what I consider to be a duty to act; and fourth, I will examine Bill C-38 and what I consider to be its weaknesses.

I would instead like to talk about some political matters which have not yet been fully addressed by the document but which, I am sure, will be the subject of a debate in Parliament, because it is through these matters that the idea of Europe is developing.
