Capacity building of governments, authorities, and local stakeholders will focus on migrant protection, return and reintegration, information and awareness raising campaigns, data collection and analysis. Give access to accurate information: An estimated 200,000 migrants and some 2000 communities will have access to accurate information on migration that can support informed choices, mitigate the risks associated with irregular migration, raise awareness of migrants' rights and responsibilities within host communities and counter negative narratives of migration representing a "burden" or a "danger" to hosting countries. Improve data on migration flows, routes and trends as well as migrants needs and vulnerabilities.

In other words, the capacity and the production of the four major worldwide producers increased significantly more between 1999 and 2000, the good year during which the Community industry maintained some price stability and made profits, than between 2000 and the IP (2001), during which the Community industry suffered significant losses because of the collapse of prices (see recitals 128 and 131 and relevant tables of the provisional Regulation).

(2) While the standard rate of value added tax currently in force in the various Member States, combined with the mechanism of the transitional system, has ensured that this system has functioned to an acceptable degree, it is nonetheless important to prevent a growing divergence in the standard rates of VAT applied by the Member States from leading to structural imbalances in the Community and distortions of competition in some sectors of activity, at least in the period in which a new VAT strategy is being implemented to simplify and modernise current Community legislation on VAT, as set out in the Commission Communication of 7 June 2000.
(2) Si le taux normal de taxe sur la valeur ajoutée actuellement en vigueur dans les États membres, en combinaison avec les mécanismes du régime transitoire, assure un fonctionnement acceptable de ce régime, il convient toutefois d'éviter, au moins pendant la période de mise en oeuvre d'une nouvelle stratégie de simplification et de modernisation de la législation communautaire actuellement en vigueur en matière de TVA, telle qu'exposée dans la communication de la Commission du 7 juin 2000, qu'une différence grandissante entre les taux normaux de TVA appliqués par les États membres ne conduise à des déséquilibres structurels au sein de la Communauté et à des distorsions de concurrence dans certains secteurs d'activité.

Possible main features of a Community regime are outlined, including: no retroactivity (application to future damage only); coverage of both environmental damage (site contamination and damage to biodiversity) and traditional damage (harm to health and property); a closed scope of application linked with EC environmental legislation: contaminated sites and traditional damage to be covered only if caused by an EC regulated hazardous or potentially hazardous activity; damage to biodiversity only if protected under the Natura 2000 network; strict liability for damage caused by inherently dangerous activities, fault-based liability for damage to biodiversity caused by a non-dangerous activity; [1] commonly accepted defences, some alleviation of the plaintiffs' burden of proof and some equitable relief for defendants; liability focused on the operator in control of the activity which caused the damage; criteria for assessing and dealing with the different types of damage; an obligation to spend compensation paid by the polluter on environmental restoration; an approach to enhanced access to justice in environmental damage cases; co-ordination with international conventions; financial security for potential liabilities, working with the markets.
