However, analysis of the progress made in the light of the 4 common objectives reveals that: (a) the measures concerned with promoting access to the labour market have, in tandem with the NAP/empl, achieved considerable success; (b) pursuit of the reform of the social protection system has not affected attainment of the goals inherent in the Minimum Guaranteed Income scheme (scheme combining financial benefits with a socio-occupational integration plan); (c) the aim of having all persons in a situation of exclusion sign a "social integration contract" within one year was too ambitious and was difficult both to implement and to evaluate, since it requires multisectoral involvement and since the universe of individuals to be covered remains undefined (the same comment applies to the individualised follow-up of children and young persons within three months); (d) the setting up of a national social welfare helpline has made it easier for certain priority groups to obtain information and a rapid response to their problems; (e) the "Urban Social Development Contracts" and the "Rural Areas and Social Development" project, which were aimed at tackling the problems of the regional nature of exclusion, were abandoned for budgetary and policy reasons; (f) as regards mobilising stakeholders in the process, the Interministerial Monitoring Committee, set up expressly to monitor the NAPincl, operated only intermittently and its composition had to be altered following the change of government, hence its impact as an institutional co-ordination forum has been established only gradually; as regards civil society, the vague reference to the Co-operation and Social Solidarity Pact and the project for the creation of an NGOs Forum illustrates the low degree of involvement of these players.

When the roundtable process took place and the recommendations were made, there was very great hope in civil society and certain mining companies that this file would move forward.

– (NL) Madam President, I should like to start with a word of reassurance for the last speaker – we have most definitely discussed hooliganism in this House before, but this is a different matter altogether, because in the case of hooliganism, the government does not incite the violence, whereas in this case, certainly in the case of Poland, I am beginning to get the feeling that homophobia is something that is – as it were – being staged by the state, certainly if one considers the statements that were made by members of the Polish Government to the effect that ‘homosexuality is demoralising, perverse, a mental disorder and a threat to society’.
- (NL) Madame la Présidente, je tiens tout d’abord à rassurer le dernier intervenant - cette Assemblée a bien entendu abordé le sujet du hooliganisme auparavant, mais c’est une question tout à fait différente. En effet, dans le cas du hooliganisme, le gouvernement n’attise pas la violence. Or en l’espèce, et cette constatation vaut tout particulièrement pour la Pologne, je commence à croire que l’homophobie est en quelque sorte organisée par l’État, surtout lorsque l’on considère les déclarations faites par certains membres du gouvernement polonais quant au fait que «l’homosexualité est démoralisatrice, perverse, qu’il s’agit d’un trouble mental et d’une menace pour la société».

The views of ‘civil society’ were certainly given a hearing but there was never any question of involving the citizens in the drafting process.

That means that if we were to get this essential requirement in order to guarantee the protection of rights, not only would two groups in our society enjoy certain privileges, all groups in our society would have their rights guaranteed.
