Expresses its concern about social and political polarisation and the restriction of democratic freedoms in the run-up to the Duma elections in December 2007 and the presidential elections in March 2008; calls on the Russian authorities to guarantee a free and fair process for both elections in order to ensure that the opposition parties have the opportunity to campaign, as well as halting the process of depriving some political parties of their legal status and their eligibility to participate in the elections due to exceedingly demanding new requirements applicable to their membership as well as the extent of their territorial organisation, and abiding by the principle of freedom of expression; stresses that freedom of the media will be of key importance if the elections are to be seen as free and fair; underlines the importance of NGOs independent of national governments for the development of civil society;
9. est préoccupé par la polarisation sociale et politique et la restriction des libertés démocratiques à la veille des élections législatives de décembre 2007 et des élections présidentielles de mars 2008; demande aux autorités russes de garantir un processus électoral libre et équitable pour ces deux élections afin de permettre aux partis d'opposition de mener leur campagne, demande également de mettre un terme à la privation de certains partis politiques de leur statut juridique et de leur éligibilité aux élections due à l'application de nouveaux critères beaucoup trop exigeants à leurs membres et à l'ampleur de leur organisation territoriale, et de respecter le principe de la liberté d'expression; insiste sur l'importance clé de la liberté des médias pour que les élections soient considérées comme libres et équitables; souligne l'importance d'ONG indépendantes des autorités nationales pour le développement de la société civile;

A media-literate individual has the critical thinking skills to interpret and value media content and to understand media's cultural, political, commercial, and social implications.

The Council reiterated its deep concerns regarding the situation in Zimbabwe, particularly the social and political polarisation, the impasse in the inter-party dialogue between the ZANU-PF and the Movement for Democratic Change, the violations of human rights and the restrictions on the media as well as the deteriorating economic situation caused largely by the policies of the Zimbabwean authorities which impacts negatively on the living conditions of the Zimbabwean people.

Member States : an action plan The resolution also calls on the Member States to : a) promote a diversified and realistic picture of the skills and potential of women and men in society; b) take action aimed at disseminating this image by implementing measures with a view to : - providing appropriate measures to ensure respect for human dignity and an absence of discrimination on grounds of sex; - implementing and/or encouraging regular information and awareness campaigns to : promote awareness in advertising agencies, the media and the public so that they can identify material in advertising and the media which is discriminatory on grounds of sex; promote in advertising and the media a diversified and realistic picture of the skills and potential of women and men in society; - supporting and/or promoting fora for discussion, consultation, monitoring where appropriate within a framework of voluntary self- regulation - and follow-up with regard to material in advertising and the media which is discriminatory on grounds of sex; - supporting studies and initiatives which increase awareness in advertising agencies and the media so that, in the course of their activities, they give greater priority to equality of opportunity and contribute to a more balanced sharing of responsibilities, in particular in public, political, economic, professional, social and family life; - placing special importance on values connected with equality of opportunity in all its forms and at all levels of education and training, particularly training for professions in advertising and the media; - promoting the balanced participation of women and men in production bodies, administrative bodies and decision-making posts.
États membres : un plan d'action La résolution invite également les États membres : a) à promouvoir une image diversifiée et réaliste des possibilités et aptitudes des femmes et des hommes dans la société; b) à entreprendre des actions visant à diffuser cette image, par l'application de mesures, afin de: - prévoir les mesures appropriées pour assurer le respect de la dignité humaine et la non discrimination en raison du sexe; - réaliser et/ou promouvoir périodiquement des campagnes d'information et de sensibilisation visant à: - favoriser la prise de conscience dans les agences de publicité, les médias et le public, permettant d'identifier les contenus discriminatoires fondés sur le sexe et véhiculés par la publicité et les médias; - promouvoir dans la publicité et les médias une image diversifiée et réaliste des possibilités et aptitudes des femmes et des hommes dans la société; - soutenir et/ou promouvoir l'existence d'instances de discussion, de consultation, de surveillance - le cas échéant dans le cadre de l'autorégulation volontaire - et de suivi concernant les contenus discriminatoires et fondés sur le sexe véhiculés par la publicité et les médias; - soutenir la recherche et les initiatives incitant les agences de publicité et les médias à accorder, dans leurs activités, une plus grande priorité à l'égalité des chances et à contribuer à un partage plus équilibré des responsabilités, notamment dans la vie publique, politique, économique, professionnelle, sociale et familiale; - accorder une importance particulière aux valeurs liées à l'égalité des chances sous toutes ses formes et à tous les niveaux de l'éducation et de la formation, et notamment de la formation des professionnels de la publicité et des médias; - promouvoir une participation équilibrée des femmes et des hommes aux instances de production, aux organes administratifs et aux postes de décision.
