The Action Teams were tasked with further mobilising EU structural funding (including from the European Social Fund) still available in the 2007-2013 programming period to support job opportunities for young people and to facilitate SME access to finance.

On the Commission's initiative, Action Teams composed of national and Commission officials, were set up in February 2012 with the eight Member States with the highest levels of youth unemployment (Greece, Ireland, Italy, Latvia, Lithuania, Portugal, Slovakia and Spain) to mobilise EU structural funding (including from the European Social Fund) still available in the 2007-2013 programming period to support job opportunities for young people and to facilitate SME access to finance.
À l’initiative de la Commission, des équipes d’action composées de fonctionnaires nationaux et de fonctionnaires de la Commission ont été créées en février 2012 avec les huit États membres qui affichent les taux de chômage des jeunes les plus élevés (Grèce, Irlande, Italie, Lettonie, Lituanie, Portugal, Slovaquie et Espagne). Le but était de mobiliser les fonds structurels de l’UE (notamment ceux du Fonds social européen) encore disponibles pour la période de programmation 2007-2013 afin de favoriser les possibilités d’emploi des jeunes et de faciliter l’accès des PME aux financements.

A 2001-2006 communication programme was prepared outlining the information to be provided to the different target groups for ISPA. It specified the importance to explain the procedures during the first year and to show results from 2002 on. It will be implemented by using the framework contracts that the Commission (DG Regional Policy) concluded early in 2002 and contracts still to be concluded for carrying information and communication activities in relation to different funds related tot he economic and social cohesion (the European Regional Development Fund, the Cohesion Fund and ISPA).

If the primary objective of EU cohesion policy is to reduce the significant economic, social and territorial disparities that still exist between Europe's regions, cohesion policy also has a key role to play in delivering the Europe 2020 objectives throughout the EU and could therefore, through its support to SME competitiveness and innovation, contribute to space projects financing and to promoting the use of space based services in accordance with eligibility rules of the Structural Fund (for instance, proven social and economic impact on the region or regional innovation impact).
