On 23 May 2013, the European Parliament and, on 31 May and 7 June 2013, the Council decided to consult the European Economic and Social Committee, under Articles 43(2), 114(3), 168(4)(b) and 304 of the Treaty on the Functioning of the European Union, on the following proposals:
Conformément à l'article 43, paragraphe 2, à l'article 114, paragraphe 3, à l'article 168, paragraphe 4, point b, et à l'article 304, du traité sur le fonctionnement de l'Union européenne, le Parlement européen et le Conseil ont décidé, respectivement le 23 mai 2013 et les 31 mai et 7 juin 2013, de consulter le Comité économique et social européen sur les propositions suivantes:

The European Parliament's Committee for Employment and Social Affairs proposed a pilot project on a European social mark in 2013, but the European Parliament's Budget Committee text for 2013 pilot projects was adopted without any reference to this proposal in October (1).
La commission de l'emploi et des affaires sociales du Parlement européen a proposé le lancement, dans le courant de l'année 2013, d'un projet pilote concernant un label social européen, mais le texte concernant les projets pilotes pour 2013 a été adopté en l'absence de toute référence à cette proposition par la commission des budgets du Parlement européen au mois d'octobre (1).

The legal basis proposed by the Council and AGRI is Article 43(2) TFEU, which reads as follows: ‘2. The European Parliament and the Council, acting in accordance with the ordinary legislative procedure and after consulting the Economic and Social Committee, shall establish the common organisation of agricultural markets provided for in Article 40(1) and the other provisions necessary for the pursuit of the objectives of the common agricultural policy and the common fisheries policy’ (emphasis added)

For this reason, your rapporteur supports the Economic and Social Committee proposal to foresee the introduction of a temporary six-month entry and residence permit for purpose of seeking work, which would be monitored by each Member State in cooperation with the social partners.

By letter of 3 January 2003 the Commission forwarded to Parliament its Communication to the Council, the European Parliament, the European Economic and Social committee and the Committee of the Regions – Proposal for a joint report on ‘Health care and care for the elderly: Supporting national strategies for ensuring a high level of social protection’ (COM(2002) 774), which had been referred to the Committee on Employment and Social Affairs for information.

That was where our rapporteur, Mrs Gill, thought that the Commission and the Council were being generous - I would say extremely generous - in their attitude to the budgets proposed by three of the other institutions: the Court of Justice, the Committee of the Regions, and the Economic and Social Committee.

3.4. As Article 12 (3) (a) of the Sixth VAT Directive lays down that 'on a proposal from the Commission and after consulting the European Parliament and the Economic and Social Committee` the Council will decide unanimously on the level of the standard rate to be applied after 31 December 1998, the ESC would wish the wording of the second paragraph of Article 1 (a) of the present proposed Directive to be amended to read 'On the basis of a proposal by the Commission and after consultation with the European Parliament and the Economic and Social Committee .`.
3.4. Étant donné que l'article 12, troisième paragraphe, point a) de la sixième directive dispose que «sur proposition de la Commission, après consultation du Parlement européen et du Comité économique et social», le Conseil décide à l'unanimité du niveau du taux normal applicable après le 31 décembre 1998, le Comité souhaiterait voir modifier la formulation du second paragraphe de l'article 1, point a) de la présente proposition de directive de la façon suivante: «Sur proposition de la Commission, après consultation du Parlement européen et du Comité économique et social..».
