Depuis, le congrès a réadopté plusieurs lois que, à juste titre, la Cour suprême avait déclarées inconstitutionnelles, dont une loi autorisant des villes dites modèles où la constitution hondurienne ne s'appliquerait même pas, une loi autorisant une exploitation minière abusive et une loi autorisant la police à utiliser le détecteur de mensonges, ce qui contrevient aux normes juridiques internationales contre l'autoincrimination.

39. Considers that the EU itself must be prepared for Turkey's possible accession and the consequent new geo-political situation for the EU; calls on the Commission to carry out a wide-reaching study of the impact of accession to the Union, taking into account the need to reform present policy in a number of key areas such as agricultural and structural funds policy as well as in financial and institutional terms in order to cope with further enlargement, and to inform Parliament and the Council of what internal changes will be needed in the EU in order for it to function effectively, whilst maintaining the EU model of integration; therefore reiterates its demand that the Member States resolve their disagreements on the constitution on the basis of the draft proposed by the Convention in which Turkey representatives participated;
39. estime que l'UE elle-même doit être préparée à la possible adhésion de la Turquie et à la nouvelle situation géopolitique qui en résulte pour l'Union; demande à la Commission d'effectuer une vaste étude sur l'adhésion à l'Union, tenant compte de la nécessité de réformer la politique actuelle dans une série de domaines-clés comme l'agriculture et les Fonds structurels ainsi qu'en matière financière et institutionnelle, dans la perspective d'autres élargissements, et d'informer le Parlement et le Conseil sur les transformations internes à opérer pour que l'UE puisse fonctionner efficacement en conservant son modèle d'intégration; réitère dès lors sa demande que les États membres résolvent leurs divergences en ce qui concerne la constitution sur la base du projet proposé par la Convention auquel ont participé des représentants de la Turquie;
